Agency Reviews <br /> <br />Another course of action that should be pursued is to build stronger <br />relationships with permitting agencies who will review the candidate <br />sites for permitting. At least the following agencies will provide review <br />DNR, DOT, Corps of Engineers and U.S. Fish & Wildlife Service. <br /> <br />Site Selection Authority Representative <br /> <br />MSA 473.833 Subd. 3 provides for the establishment of a site selection <br />authority and details the composition of the authority. The Statute <br />provides that "one member be appointed by the governing body of each city <br />or town within the County containing a site (candidate site) in the <br />Council's disposal site inventory ..." The representative need not be an <br />elected official or necessarily a resident. <br /> <br />The responsibility of the site selection authority is to select a site from the <br />three candidate sites in the County. If they fail to make a selection, the <br />Metropolitan Council shall make the selection. <br /> <br />It is clear that the representative who the City appoints will be operating <br />from a predetermined weak position. It is equally clear that the <br />representative be well-informed of the issues not only with Site P but the <br />other sites as well. In addition, the representative has to be able to clearly <br />present persuasive arguments and work with other members of the <br />authority. <br /> <br />We will discuss possible candidates at the meeting. <br /> <br />RE COMMI~.NDATIONS <br /> <br />The committee recommends the following course of action: <br /> <br />1) <br /> <br />Adopt Resolution 90-01- formally opposing the selection of Site <br />P and authorizing the expenditure of funds to oppose the <br />selection. Adoption of this resolution establishes quarterly <br />reviews with the full Council. These reviews would outline <br />status of work efforts as well as past quarterly and anticipated <br />future quarterly expenditures. The resolution further provides <br />for the appointment of a Council member and the City <br />Administrator as a review body and authorizes them to <br />approve expenditures on an interim basis between quarterly <br />reviews. <br /> <br />2) <br /> <br />That the Council direct staff to revise the draft solid waste <br />ordinance, prepare it for introduction, and submit it for formal <br />review. <br /> <br />Page 11 <br /> <br /> <br />
