now was implemented during his service to the City to open communication between <br />prosecution and the police officers. <br />How will your firm make Ramsey a priority and meet the terms outlined in the RFP for meeting <br />attendance, response time for Council staff inquiries, document review turn - around, and once <br />hours? <br />If your firm is not located locally, how do vou intend to manage drive time, getting to City Hall <br />on short notice, would officers be required to come to your once or would you come here for <br />compliant processing, etc? <br />With re to p rosecution services how woul you propose to manage officer time in court to <br />ensure the best use of City funds for overtime? If you proposed a retainer for prosecution, does <br />that include forfeitures and code enforcement work? <br />Mr. Peterson stated most of what he does is from his home office in Maple Grove but as a former <br />Scott County Attorney he also has an office in Shakopee. Were he to get the Ramsey contract, <br />most of his business would be in Anoka County so he would relocate his office closer to the <br />Court House. Mr. Peterson stated currently he is the Nowthen prosecutor and has not <br />experienced much, if any, drive time problem with that situation. He stated if he has to meet <br />with an officer or the Anoka County Sheriff, he goes to that location and when working with <br />Ramsey, he would come to Ramsey. <br />Do vou bill hourly for civil work or are vou open to retainer to assure staying within budget? <br />Mr. Peterson stated he would submit a bid with a flat fee once he knows what prosecution is <br />currently costing Ramsey so he could be competitive. <br />Describe the most challenging municipal issues vou have faced during your legal career? What <br />were the circumstances and what was the outcome? <br />Mr. Peterson stated in 2008 he incorporated the City of Nowthen, a complicated legal procedure <br />with a trial process consuming several months of preparation, a full day's testimony, and 300 <br />exhibits. He explained there was some opposition from members of the community expressed <br />through the hearing. Mr. Peterson noted you do not incorporate a city every day and Nowthen <br />was successful in incorporating. That was the hardest thing he has done as an attorney. <br />Please describe your philosophy with prosecutions. <br />Mr. Peterson stated community prosecution is set up so a City has a contact with the prosecution <br />level. He indicated community prosecution is to address the concerns of the City whether <br />nuisance, code enforcement, or livability issues. The prosecutor handles cases that can impact <br />the quality of life for residents. Mr. Peterson stated it is important to have ,good flow of <br />communication from City officials and police officers on priorities.
