Absent: Committee Members Connolly, Marshall, <br />and Max..Abstain: Committee Member Cook. <br /> <br />REVIEW TIMETABLE <br /> <br />Chairperson McDilda stated that he is working on the revisions to the timetable and will provide <br />that to the Task Force as soon as he has completed the revisions. He also noted that he <br />forwarded the EPTF Web Page to Ms. Frolik for incorporation into the City's web site. Ms. <br />Frolik has submitted it to the Assistant City Administrator. He also noted that Ms. Frolik <br />provided him with the City Charter enabling language to be included in the draft tree <br />preservation ordinance. Mr. Bacon distributed the 1997 City of Ramsey draft tree conservation <br />policy per the request of the Task Force on August 15. <br /> <br />CITY COUNCIL UPDATE ON 9/11/02 <br /> <br />Mr. McDilda stated that the City Council should be informed of the progress of the EPTF. The <br />Committee determined that they would seek Ms. Frolik's advice as to whether the Council <br />update should be submitted during Citizen Input or as a separate case on the agenda. Mr. Max <br />stated that all members of the EPTF should be in attendance when the Council update is <br />presented. <br /> <br />TREE ORDINANCE WORK SESSION <br /> <br />The EPTF proceeded to select text for Items 40-60 under Authority and Power as follows: <br /> <br />40. Resolution of Conflicts Between Trees and Structures. <br /> <br />Selected text was: "When roots of a tree planted within the planting area damage city curbs, <br />gutters and sidewalks (including driveway ramps), the city shall be responsible for appropriate <br />corrective measures which are least damaging to the tree." <br /> <br />41. Duty to Educate Citizens and to Promote Tree Care. <br /> <br />Selected text was: "The Ramsey Environmental Policy Task Force will have the responsibility <br />of educating the community about the advantages of growing trees. It will provide the <br />community with information on viable species for the area, how to plant the trees and how to <br />maintain them." A statement should be added that references citizen participation and <br />involvement, recycling of tree debris, educational material, proper tree selection, and planting <br />guidelines. The selected text also included the following: "In furtherance of the purposes and <br />provisions hereof, the City's Director of Community Development or authorized designee shall <br />develop, distribute to persons making application for either Tree Removal Permits or Tree <br />Replanting Permits, and make available to the general public an informational pamphlet <br />identifying appropriate and useful facts, guidelines and "how-to" information relative to the <br />preservation, protection and replanting of trees. <br /> <br /> <br />
