42. Duty to Coordinate an Annual Arbor Day Ceremony. <br /> <br />Selected text was: "Ensure that Ramsey is re-certified annually as Tree City USA. The <br />Environmental Specialist shall be responsible for coordinating and sponsoring an annual <br />observance (exampled by the annual tree sale)." <br /> <br />43. Duty to Coordinate with Citizen Groups. <br /> <br />Selected text was: "It shall help organize and promote neighborhood park development and tree <br />planting programs that will be directed toward improving the quality of life in neighborhoods." <br />This section should also refer to community and neighborhood groups as well as individuals. <br />"To foster the communication among the citizens of Ramsey that would provide the needed <br />protection of trees and to coordinate active measures to support their health and growth within <br />the city." The following text was also selected with the knowledge that another section of the <br />ordinance may be a more appropriate location for it: "When planting new street trees, the <br />responsibility of each party shall be as follows: Civic Clubs. 1. Locating and choosing new <br />trees to be placed on public property. Such trees must be an approved species as indicated in this <br />Plan. 2. Choosing and indicating to the City the location in which a new tree needs to be placed. <br />3. Having a representative of the Club at the planting location when city crews arrive to do the <br />planting. 4. Maintaining young trees or seedlings for a period of one year after they have been <br />planted. 5. Bringing trees to the planting site. City Responsibilities. 1. Coordinating the tree <br />planting program from the Mayor's Office at City Hall. 2. Providing work crews and the <br />necessary equipment to plant new trees. 3. Maintaining new trees after the initial one year <br />period. 4. Enforcement of the Tree Plan and Ordinance. 5. Approving the tree species chosen <br />and the location of placement of new trees in relationship to utilities, streets, and sidewalks. 6. <br />Upkeep of tree inventory. 7. Removal of tree stumps on public property." <br /> <br />44. Duty to Set Policy. <br /> <br />Selected text was: "The Environmental Specialist, with the assistance of the Environmental <br />Policy Task Force shall develop and periodically review and revise, as necessary, the Forestry <br />Policies and Specifications. This manual shall contain regulations and standards for the planting, <br />maintenance, a list of recommended species and removal of trees, shrubs, and other plants upon <br />city-owned property. Such plan shall specifically address the matters of distance from street <br />corners, public utility lines of every nature, restricted plantings under power, lines, and related <br />subjects such as storm preparedness procedures and reinforcement of the Comprehensive Plan." <br /> <br />45. Duty to Hear Appeals. <br /> <br />Selected text was: "The Environmental Policy Task Force upon the request of any person who <br />disagrees with the decision of the Environmental Specialist, shall hear all issues of the dispute if <br />they involve matters of the interpretation or enforcement of the Forestry Policies and <br />Specifications, the Urban Forest Plan, or of the interpretation or enforcement of this ordinance. <br />This includes disputes regarding the issuance of permits, or the concurrence or non-concurrence <br />of the Environmental Specialist in permits required under other ordinance or laws, or the <br />abatement of nuisances. The Environmental Policy Task Force shall prepare a report of its <br />findings and forward it to the city council for a decision. The Environmental Policy Task Force <br />shall hear and decide appeals from the standards of this article or an appeal of a decision of the <br />Environmental Specialist.
