Duty to Conduct Site Inspections <br /> <br />Selected text was: "The Environmental Specialist shall conduct site inspections for proposed <br />subdivisions or construction within the Municipality prior to approval of a preliminary plan <br />and/or site plan. The Environmental Specialist shall also conduct subsequent site inspections to <br />ascertain that development and/or construction is proceeding in accordance with the provisions <br />of this chapter. The Environmental Specialist shall make a site inspection prior to the approval <br />of the preliminary plan to determine that the location of the proposed improvements will require <br />the removal of the smallest number of existing trees compatible with engineering and zoning <br />requirements. The Environmental Specialist shall submit a report and/or recommendations to the <br />Municipal Planning Commission with respect to a preliminary plan when such plan is submitted <br />to the Planning Commission. Provide inspection of development sites to ensure compliance with <br />grading and tree protection recommendations." <br /> <br />39. Duty to Review Requests <br /> <br />Selected text was: "Landscaping for any new development within the City associated with a <br />land use application which requires a landscape plan shall be reviewed by the Environmental <br />Policy Task Force, and a recommendation made to the Planning Commission." <br /> <br />OTHER DISCUSSIONS <br /> <br />Mr. Reeve suggested an update to City Council on the EPTF might be appropriate, especially <br />since the adoption of a mission statement. Mr. McDilda agreed and directed this discussion to <br />the next meeting agenda. <br /> <br />Ms. Sitz stated that she has a copy of the draft 1997 tree conservation policy that did not pass <br />Council's approval. She requested that Mr. Bacon provide a copy to all members. <br /> <br />Mr. Cook noted that it is apparent that the drafting of the tree ordinance will take a great deal <br />more time. He suggested putting together an interim ordinance to establish some regulations <br />while they finish drafting the ultimate ordinance. The committee members expressed concern <br />that the interim would become the permanent; that the City has operated this long without a tree <br />preservation ordinance and although there is an urgency, the primary objective is to do it right. <br /> <br />ACTION ITEMS RESULTING FROM MEETING <br /> <br />Mr. Max to include on the 8-29 agenda: Review revised EPTF Timetable for tree ordinance <br />by Chairperson McDilda; Update on tree issues at Traprock Commons by Bruce Bacon; <br />Discuss format for an update of the EPTF to City Council on September 11 by Mr. McDilda; <br />Work on tree ordinance should include Authority and Power Items 40 through 60 and <br />proceeding into Regulations as far as time allows. <br /> <br />Mr. McDilda to complete revisions to EPTF timetable for tree ordinance. <br /> <br /> <br />
