Purpose - Item #19 - Be It Ordained - '"'Whereas, it appears that a formal program of <br />management of trees is appropriate to advance these worthwhile purposes, now therefore" <br /> <br /> Purpose - Item #20 - Title - "An ordinance regulating the planting, maintenance, and <br />removal of trees in the public streets, parkways, and other municipal-owned property; <br />establishing an Environmental Policy Task Force and establishing the office of an Environmental <br />Specialist as the agencies prescribing regulations relating to the planting, maintenance, and <br />removal of trees in public places; providing for the issuing of permits for the removal of trees in <br />public places; providing for the pruning and removal of trees on private property which endanger <br />public safety; creating a community forest; prohibiting injurious practices; prescribing licensing <br />and permit procedures; providing a system of tree care within the City; defining public <br />nuisances; requiring the preservation, planting, and mitigation of trees for new construction; <br />establishing severability and codification; providing that this ordinance be in full force and effect <br />from and after its passage, approval and publication according to law, and prescribing penalties <br />for violations of its provisions" <br /> <br /> Purpose - Item #21 - Short Title - "This Ordinance shall be known and may be cited as <br />the Tree Preservation Ordinance of the City of Ramsey, Minnesota. <br /> <br /> Purpose - Item #22 - Intent (Introductory Sentence) - "The goals of the City of <br />Ramsey Tree Preservation and Replacement Plan are as follows: <br /> <br /> Purpose - Item #23 - Disease or Insect Control Intent - "The intent of this ordinance <br />is to control epidemic tree diseases and insect infestations that threaten the health of trees in the <br />community. <br /> <br /> Purpose - Item #24 - Street Trees Intent - "It is the intent of this section to provide <br />regulations that ensure the placement of trees along the street right-of-way for the purpose of <br />protecting against excessive noise, heat, glare and to enhance the attractiveness and value of <br />property. Typically, street trees should be planted inside property lines where they are less likely <br />to grow up into the power lines, to decrease the chance of motor accidents and to locate where <br />they would probably enjoy more favorable conditions for growth." <br /> <br /> Purpose - Item #25 - Landscaping Intent - "To ensure that landscaping is an internal <br />part of development, not an afterthought; to regulate and control planting of trees and native <br />vegetation in the City of Ramsey, to vigorously encourage the protection of existing trees and <br />root systems, regulate the preservation, replacement and indiscriminate removal of trees, to <br />establish procedures and practices and minimum design standards for fulfilling these purposes. <br />Landscaping materials, including ground covers, shrubs and trees further facilitate the control of <br />erosion and the reduction of glare and dust, as well as the visual softening of building masses. <br />Walls and screening devices allow for the separation of incongruous uses and for the buffering <br />of intensive activities. Landscaping, walls, screening devices and the combination thereof, help <br />to effectuate privacy, logical development, and the enhancement of property values. It is further <br />the purpose of this chapter to promote the preservation of trees and the replacement of major <br />trees removed in the course of land development, to promote the proper utilization of <br />landscaping as a buffer between certain land uses to improve and maintain the appearance and <br />safety and to protect, preserve and promote the aesthetic appeal, character and value of the City <br />of Ramsey." <br /> <br /> <br />
