Purpose - Item #26 - Tree Preservation Intent -"The purpose of this article is to <br />preserve and protect significant trees or stands of trees whose loss due to land disturbances <br />would affect the character of neighborhoods, subdivisions, public or semi-public projects; to <br />establish incentives for the preservation of existing trees, replanting of trees lost due to <br />development and to provide guidelines for minimum landscaping on site as well as within the <br />City rights-of-way. Clear cutting of trees is prohibited within the City. Cutting of trees and land <br />clearing may be done, only for development purposes, in accordance with an approved final plat <br />and/or engineering site plan. Cutting of trees and land clearing for other than development <br />purposes shall be considered by the City Council. The existing natural landscape character of the <br />City shall be preserved to the extent reasonable and feasible. In an area of the street frontage <br />containing a stand of recommended trees, the developer shall use best good faith effort to <br />preserve such trees." <br /> <br /> Purpose - Item #27 - Risk Management Intent - Consensus was to eliminate this item; <br />no text selected. <br /> <br /> Purpose - Item #28 - Other Intent - "Establish and maintain appropriate diversity in <br />tree species and age classes to provide a stable and sustainable community forest. Select, situate <br />and maintain public trees to minimize hazard, nuisance, pavement damage, water use and <br />maintenance costs. Foster community support for the City of Ramsey community forest program <br />and encourage good tree management on private property. Provide for the establishment of <br />Environmental Policy Task Force to serve as a subcommittee of the City of Ramsey Planning <br />Commission. Establish and maintain tree cover on public lands and encourage the same on <br />private lands in Ramsey. Maintain public trees in a safe and healthy condition through sound <br />arboricultural practices. Establish duty of property owners to remove or treat certain diseased <br />trees and shrubs. Regulate the protection and preservation of native or established trees within <br />the City of Ramsey. Place new approved species of trees in place of ones that have been recently <br />removed. To coordinate and educate all groups and citizens, both public and private, in their tree <br />planting, preservation, and maintenance efforts." <br /> <br /> Purpose - Item #29 - Not-intended - "Further, it is the intent of this Part to enhance the <br />community and its citizenry, and not be punitive or to cause a hardship to any individual, private <br />or public company who use reasonable care and diligence to protect trees and woodlands within <br />the City of Ramsey. <br /> <br />ACTION ITEMS RESULTING FROM MEETING <br /> <br />Mr. McDilda to establish a new Environmental Policy Task Force (EPTF) MSN Community <br />and send everyone invitations to join. <br /> <br />· Mr. McDilda to add the following events to the timeline calendar: Public Workshop, Review <br /> by Park Commission and Planning Commission, Planning Commission Public Hearing. <br /> <br />· Ms. Frolik was asked to provide Erika Sitz with a hard copy of the draft Tree Preservation <br /> Ordinance. <br /> <br />· Ms. Dvorak is to provide all of the members with a copy of her draft list of task force <br /> objectives for their review prior to the next meeting. <br /> <br /> <br />
