· American Planning Association Document

Ms. Frolik stated that Pro-Source found a copy of the APA document (Conservation
Ordinance Planning Advisory Service Report #446) and she presented it to the Commission.
It is a lengthy report and she did not make copies for all members. Mr. Reeve volunteered to
review the report and give a summary to the Task Force.

· Resource List

Ms. Sitz stated that she has not developed the Resource List, but she does have a couple of
names she intends on placing on the list. Mr. Max suggested Peggy Booth as a good
resource person. Mr. Boos suggested that there are persons and organizations that are not
tree-oriented that also make good resources, such as the Minnesota Builders Association, fire
departments, etc. Mr. McDilda stated that he would create a Resource List on the MSN site
and all members edit by adding names.

REVIEW RESPONSES TO THE "DEFINITIONS" SECTION OF DRAFT ORDINANCE

Mr. Max noted that with the approval of the July 1, 2002, minutes the Task Force did approve
the action items from the last meeting. Mr. Max suggested moving onto the next agenda item
rather than reviewing past work.

REVIEW OUR RESPONSES TO QUESTIONS 1 - 15 OF THE "PURPOSE" SECTION
OF THE DRAFT ORDINANCE

Consensus was that the actions taken at the last meeting were approved when the minutes were
approved earlier this evening; no need to review the work again; proceed to next agenda item.

BRAINSTORM/PRIORITIZE OUR RESOURCE LIST

Consensus was that this item was taken care of earlier under "Review To Do List".

BRAINSTORM/PRIORITIZE THE TASK FORCE'S POTENTIAL SCOPE

Mr. McDilda stated that this portion of the agenda has been set aside to work on defining the
scope of this Task Force.

Mr. Max read his draft of the Task Force scope to the members. Ms. Connolly requested that
establishment of a tree bank be added to the scope. Ms. Strommen suggested that phosphorous
(non-point source pollution) be added to the scope.

Ms. Dvorak noted that there is another townhome development proposed in the vicnity of Cty.
Roads 5 and 57 and Alpine Drive. The City is receiving applications for more developments and
it is imperative that the Tree Preservation Ordinance get written and adopted as soon as possible.
