This is not to say that some level <br />of efficiency would not be gained. Through a combined department, increases in coordination would be <br />seen as well as a more integrated operational force during emergency incidents. While differences <br />currently exist between the relief associations of the study organizations, changes would be necessary <br />to combine the department's relief funds.
