However, ESCI understands that some agencies/municipalities may <br />choose not to join the larger effort. The question was raised regarding the impacts that would result if <br />one or more of the participating agencies were to withdraw from the regional collaborative effort. In <br />order to provide the study participants with several options related to future service delivery, ESCI <br />evaluated a number of alternative deployment scenarios.
