Draft Rules <br />without negatively affecting the key resources and features of <br />the river corridor. <br />Subp. 7. CA-6 district. <br />A. The CA-6 district includes highly urbanized, mixed -use areas <br />that are a part of the urban fabric of the river corridor, <br />including publicly owned existing and planned future park <br />lands designated urban diversified in Executive Order 79-19, <br />public institutions, and commercial and industrial areas. <br />B. The CA-6 district shall be managed in a manner that allows for <br />future growth and potential transition of intensely developed <br />areas. Providing public access to and public views of the river <br />is a priority in the district. <br />Subp. 8. CA-7 district. <br />A. The CA-7 district includes the urban cores of Minneapolis and <br />St. Paul. <br />B. The CA-7 district shall be managed with the greatest flexibility. <br />Providing public access to and public views of the river is a <br />priority in the district. <br />Subp. 9. District boundaries. <br />A. The physical boundaries of each district are laid out in the <br />Mississippi River Corridor Critical Area District Map, <br />incorporated by reference under part 6106.0070. The <br />commissioner shall maintain the map and may amend the map <br />as provided in item B. <br />B. The boundaries of a district established under item A may be <br />amended according to subitems (1) to (4). <br />(1) <br />A local government or the Metropolitan Council must <br />submit a formal written request to the commissioner <br />requesting a district boundary amendment. The <br />request must: <br />a) be approved by the appropriate governing <br />body; <br />b) identify proposed changes to plans and <br />ordinances and new evidence to justify the <br />proposed changes since parts 6106.0010 to <br />6106.0150 were adopted; <br />c) be consistent with local, regional, state, and <br />federal plans; <br />d) address potential impacts to key resources and <br />features identified in Minnesota Statutes, <br />section 116G.15, subdivision 4, paragraph (b); <br />and <br />e) contain a summary of feedback from affected <br />24 <br />Commentary <br />CA-6 District: Commercial, institutional, and <br />industrial mixed -use areas as well as <br />existing/planned parklands. <br />CA-7 District: Urban core of Minneapolis and <br />St. Paul. <br />This subpart describes the provisions to <br />modify district boundaries administratively. <br />This was requested by local governments in <br />the 2009-2010 process since EO 79-19 does <br />provide a mechanism for changing <br />boundaries. <br />6106.0080 <br />
