Draft Rules <br />section 394.36 or 462.357, are met. <br />PART 6106.0110 GENERAL DEVELOPMENT STANDARDS <br />Subpart 1. Private roads, driveways, parking areas, and water access <br />facilities. <br />A. Private roads, driveways, and parking areas must: <br />(1) be designed and constructed: <br />(a) to take advantage of natural vegetation and <br />topography to achieve maximum screening from view <br />so that they are not readily visible; and <br />(b) according to applicable standards under part <br />6106.0140; <br />(2) comply with structure setback requirements according <br />to part 6106.0100; and <br />(3) not be placed within the slope preservation zone, bluff <br />impact zone, or shore impact zone according to part <br />6106.0120 <br />B. A local government may allow private water access facilities, <br />including private water access ramps, access paths, and <br />stairway, lifts, and landings, subject to the following <br />requirements: <br />(1) the watercraft access ramp must comply with chapters <br />6115 and 6280; <br />(2) an access path must comply with land alteration and <br />storm water management requirements in part <br />6106.0140, and: <br />(a) if placed within the shore impact zone, an access <br />path must be no more than eight feet wide; and <br />(b) if placed within the bluff impact zone or slope <br />preservation zone, an access path must be no more <br />than four feet wide; <br />(3) stairways, lifts, and landings must comply with subpart <br />3; and <br />(4) all water access facilities must be designed and <br />constructed consistent with the applicable standards <br />in the Design Handbook for Recreational Boating and <br />Fishing Facilities, incorporated by reference under part <br />6106.0070. <br />Commentary <br />This part specifies standards for the design of <br />roads, parking areas public facilities, and <br />utilities. <br />Design standards for private facilities are <br />described in the subpart. <br />Private roads, driveways and parking areas <br />must meet structure setbacks from the river <br />and bluffs and cannot be placed in slope <br />preservation zones. <br />Access paths can be up to four feet wide in <br />slope preservation or bluff impact zones, <br />otherwise, they may be up to eight feet wide <br />in the shore impact zone. <br />Subp. 2.
