Draft Rules <br />Subp. 3. Stairways, lifts, and landings. Design and construction of <br />stairways, lifts, and landings are subject to the following standards: <br />A. stairways and lifts must not exceed four feet in width on <br />residential lots. Wider stairways may be used for commercial <br />properties, public park lands, conservation subdivisions, and <br />planned unit developments if approved by the local <br />government; <br />B. landings for stairways and lifts on residential lots must not <br />exceed 32 square feet in area. Landings larger than 32 square <br />feet may be used for commercial properties, public park lands, <br />conservation subdivisions, and planned unit developments if <br />approved by the local government; <br />C. canopies or roofs are prohibited on stairways, lifts, or landings; <br />D. stairways, lifts, and landings must be located in the least <br />readily visible portion of the lot whenever practicable; and <br />E. facilities such as ramps, lifts, or mobility paths for persons with <br />physical disabilities are allowed for achieving access to shore <br />areas according to items A to D and as provided under part <br />6106.0060, subpart 18. <br />Subp. 4. Signs. Placement of signs is guided by the local government's <br />underlying zoning, with additional provisions as specified under this <br />subpart: <br />A. The local government may allow off -premise advertising signs, <br />provided that: <br />(1) the signs meet all required dimensional and <br />performance standards of parts 6106.0010 to <br />6106.0150; and <br />(2) the signs are not readily visible. <br />B. The local government may allow directional signs for patrons <br />arriving at a business by watercraft, provided that the signs <br />(1) <br />(2) <br />(3) <br />are consistent with Minnesota Statutes, chapter 86B; <br />if located within the shore impact zone, convey only <br />the location and name of the establishment and the <br />general types of goods and services available; <br />are no greater than ten feet in height and 32 square <br />feet in surface area; and <br />(4) if illuminated, have lighting that is shielded to prevent <br />illumination out across the river or to the sky. <br />PART 6106.0120 PROTECTION OF BLUFFS, STEEP SLOPES, AND VERY STEEP <br />SLOPES <br />34 <br />Commentary <br />This subpart describes the design standards <br />for public and private stairways, lifts and <br />landings. Local governments requested <br />clarification on what is allowed and <br />appropriate design standards for these <br />features. <br />This subpart describes the design and <br />placement of signs. <br />Greater clarity is needed on the design <br />standards for off -premise signs.
