COUNTY OF ANOKA <br /> Office of the County Board of Commissioners <br /> <br />COURTHOUSE ANOKA, MINNESOTA 55303 612-421-4760 <br /> <br />February 1, 1990 <br /> <br />MEMO TO: <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Anoka Regional Landfill Board Members <br /> <br />Elwyn Tinklenberg, Deputy County Administrator <br /> <br />Final Project Report <br /> <br />As provided in the Joint Powers Agreement, the five-year term of the project and the optional <br />one-year extension terminated on December 31,1989. Prior to the termination date, discussions <br />were held with both Waltek and Waste Management regarding their interest in continuing the <br />project under a new agreement between their two companies. The result of these discussions <br />was a decision that Waltek and Waste Management would maintain the project on a status <br />quo basis pending the negotiation of a new long-term agreement. Waste Management is also <br />conducting a review of its methane management options to determine how the Waltek project <br />might be integrated into a larger control or reuse program. Since the Joint Powers Agreement <br />creating the Anoka Regional Landfill Board terminated on December 31, the Board has no <br />standing in these discussions. However, Anoka County staff has attempted to facilitate the <br />process in order to provide a workable transition for both companies. <br /> <br />Assistant County Attorney Pam McCabe has prepared a memo which is included with this <br />report outlining the provisions of the Joint Powers Agreement eflecting final disposition of <br />Board assets. Primarily, the members wil! need tc consider what to do w!th the pipeline. Ms. <br />McCabe's memo suggests options the members may want to review in addressing this issue. <br /> <br />The Monthly Generation Report graphically illustrates the problems which continue to exist in <br />the project. Originally, it was estimated that the kilowatt hours generated each month would <br />average 128,000. As can be seen from the report, the actual average monthly production has <br />dropped from 109,842 in 1987 to 30,956 in 1989. Correspondingly, the revenue generated by <br />the project has fallen from an average of $2,719 per month in 1987 to SI,463 per month in 1989. <br />These decreases reflect the growing difficulty in maintaining an uninterrupted gas flow and the <br />recurring breakdowns of the generators, which continue to require constant repair and <br />maintenance. This is made especially troublesome by the fact that parts for these generators <br />are no longer readily available and often must be specially manufactured.
