February 1, 1990
Page Two

much as several weeks have resulted during the past year waiting for replacement parts to be
supplied. Maintaining a stable gas flow has been and continues to be a significant problem.
Even with regular monitoring and pumping, long periods of inadequate pressure or gas volume
have occurred. Occasionally, this is due to the accumulation of moisture in the line or a
vacuum problem at the well, but frequently there is no immediately identifiable cause, and after
purging the line for various periods of time, the gas will being to flow again by itself. Short of
an extensive engineering analysis, we have not always been able to determine the source of
the problem, but it has resulted in extended periods of downtime. Staff has recommended to
both Waste Management and Waltek that both the gas supply system and the generating
equipment be carefully evaluated as part of any long-term methane recovery program.

ET:db
Enclosures

co:

Jay McLinden
Tim Yantos
Pam McCabe

Elwyn Tinklenberg
