The BWSR s rUles should specif-), minimum requirements for <br /> [4rMO joint powers agreements that include the provision that decisions cannot re- <br /> quire more than a majority vote, except a decision on a capital improvement, <br /> which ma), require no more than a two-thirds vote. <br /> <br />#29 Amend the law to require the BWSR to review all I4'g(O plans and its own metro <br /> water plan content rules at least once every five years. <br /> <br />#30 <br /> <br />Amend the law to clad. fy the purposes of the Metropolitan Water Management Act <br />as follows: "The purposes of the water management programs required by sections <br />473.875 to 473.883 are to: (a) protect, preserve and use natural surface and <br />groundwater storage and retention ?stems, (b) minimize public capital expendi- <br />tures needed to correct fiooding and water qualityproblems, (c) identify and plan <br />for means to effectively protect and improve surface and groundwater qualio; (d) <br />establish more uniform local policies and official controls for surface and <br />groundwater management, (e) prevent erosion of soil into surface water systems, <br />(f) promote groundwater recharge, (g) protect and enhance.fish and wildlife <br />habitat, and (h) secure other benefits associated with proper management of sur- <br />face and groundwater." <br /> <br />#31 <br /> <br />The State of Minnesota should ensure an adequate funding mechanism and staff to <br />provide necessary assistance to WMOs forplan completion, update and implemen- <br />tation. <br /> <br />Page <br /> <br /> <br />
