CASE <br /> <br /> ADOPT RESOLUTION REQUESTING <br />METROPOLITAN COUNCIL TO APPROVE/NOT APPROVE WASTE <br />MANAGEMENT OF MINNESOTA INC.'S REQUEST TO ESTABLISH A YARD <br />WASTE COMPOST SITE IN THE "SITE P" LANDFILL SITE AND BUFFER <br />AREA <br /> By: Mark S. Banwart, Community Development <br /> By: Bill Goodrich, City Attorney <br /> <br />Background: <br /> <br />Waste Management of Minnesota, Inc. is requesting a Conditional Use Permit (CUP) to establish a <br />yard waste compost facility at the Anoka Regional Sanitary Landfill site. The proposed facility <br />would accept leaves, grass and tree prunings. The estimated annual capacity of the facility would <br />be 23,200 tons per year. The site size would be approximately 33.4 acres. The property is <br />generally known as 14730 Sunfish Lake Boulevard N.W. and legally described as the Southeast <br />Quarter of the Northeast Quarter of Section 27, Township 32, Range 25, Anoka County, <br />Minnesota. The PIN is 27-32-25-14-0001, The location of the proposed yard waste compost site <br />is located in the "Site P" landfill site and buffer area. For your information, the following items am <br />enclosed: <br /> <br />A) <br />B) <br /> <br />c) <br /> <br />D) <br />E) <br /> <br />Site Location Map <br />City of Ramsey Resolution #90-02-48: Resolution Stating City's Position with <br />Respect to Candidate Landfill Site Buffers <br />Memorandum to the Ramsey Planning and Zoning Commission (February 21, <br />1990) <br />Letter from Anoka County (February 12, 1990) <br />Proposed Resolution #90-02- : Resolution Requesting the Metropolitan Council <br />to Approve/Not Approve Waste Management of Minnesota Inc.'s Request to <br />Establish a Yard Waste Compost Site in the "Site P" Landfill Site and Buffer Area <br /> <br />Observations: <br /> <br />On January 16, 1990 the City of Ramsey received the application and CUP proposal from Waste <br />Management of Minnesota, Inc. to establish a yard waste compost site. <br /> <br />On Tuesday, February 6, 1990 the Ramsey Planning and Zoning Commission conducted a public <br />hearing regarding Waste Management of Minnesota, Inc.'s request for a Conditional Use Permit to <br />establish a yard waste compost site. <br /> <br />On February 6, 1990 the Ramsey Planning and Zoning Commission tabled action on Waste <br />Management of Minnesota, Inc.'s request for Conditional Use Permit pending a legal opinion by <br />the City Attorney, preparation of proposed Findings of Fact and Conditional Use Permit, if <br />appropriate. <br /> <br />A further discussion: Commissioner Hendrickson stated that he doesn't feel there's a need to rush <br />through this case. Mr. Terry Miller stated that he does not have a problem with the motion on the <br />floor, but them is a need to deal with the facts; the facts include that the development limitation on <br />the subject property was lifted at the time Waste Management was approved for an excavating <br />permit; innuendos of this type being presented to the Commission are time-delaying and costly to <br />corporations doing business in Ramsey in addition to the amount of citizen time involved. <br />Commissioner Shumway stated that Mark Banwart has the expertise in this particular field and he <br />supports his recommendation 100%.
