I I i Acquisition and Development Costs Preliminary development costs for the acquisition and improve- ment project were developed in the Master Plan Study. The development staging is planned in three phases with Stage I consisting of predominantly land acquisition, grading, runway paving, and lighting and approach aids. Stage II consists of primarily building area improvements and security. Stage III consists predominantly of taxiway and building area improvements to meet increased facility needs. As part of this study, these costs were reviewed since both runway and taxiway widths were increased and several homes were constructed on previously undeveloped lots. The most recent cost estimates are approximately two million dollars higher than the preliminary cost estimates largely reflecting increased value of lands, the acquisition of five additional homes, and relocation cost estimates. Table 2-8 summarizes the development costs for each stage and for the 20 year planning period. These costs are further de- tailed in Appendix D.
