CASE <br /> <br /> Al)OPT RESOLUTION TO ROLL. OVER THE 199(} <br />COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS <br />TO THE YEAR 1991 <br /> By: Mark S. Banwart, Community Development Director <br /> <br />Background/Observalions: <br /> <br />As in previous years, the City of Ramsey receives an entitlemen~ from the Community <br />Developmem Block Grant Program. The funds are provided by the United States Department of <br />Housing and Urban Development (HUD) and are administered by Anoka County. The estimated <br />revenues for the 1990 CDBG are approximately Twenty Six ~housand Dollars ($26,000.00). <br />There is a rumor, howex, er, that federal government could reduce this entitlement by as much as ten <br />percent. <br /> <br />The next three years represents a new funding cycle for the Community Development Block Grant <br />Program. It is :m accepted procedure.to be able to roll-over funds from one year to the next as long <br />as the funds are contractually obligated by the end of the third .,,,ear of the funding cycle. <br /> <br />During 1989, the Comnmnity Development Block Grant funds from 1985 through 1988 were used <br />to subsmntial}y fund the handicap accessibility park known as River's Bend Park South. The 1990 <br />CDBG funds were used in part to fund improvements to handicap accessibility at the Ramsey <br />Municipal Center. Additional 1989 funds will be used this spring for outside improvements at <br />Ramsey Municipal Center to facilitate better handicap accessibility. <br /> <br />The City Council has expressed it's interest in the possible expansion of the Ramsey City Hall. <br /> <br />Recommendations: <br /> <br />Staff recommends that in light of previous expenditures of Community Development Block Grant <br />and in anticipation of Ramsey City Hall expansion; the 1990 Community Development Block <br />Grant (CDBG) funds should be rolled-over to the year 1991. The roll-over of these funds together <br />with anticipated funds from the 1991 CDBG Program should be sufficient to underwrite the cost of <br />an elevator in the expanded Ramsey City Hall facilities. The rolling-over of said funds will also <br />provide additional time to adequately plan for the expansion of Ramsey., City Hall. <br /> <br />Staff has noted that from time to time various social service agencies have requested consideration <br />of City funding of their pro,ams via Community Development Block Grant funds. Although staff <br />feels that such funding would be an appropriate and worthwhile expenditure of Community <br />Development Block Grant funds; the more immediate concerns of building the "bricks-and-mortar" <br />of handicap accessibility should be the City's first prior/ry. Once handicap accessibility has been <br />thoroughly addressed by the City of Ramsey, it would then be appropriate to; 1) develop a <br />funding policy and; 2) provide funds for social service agencies.
