January 3, 1990 <br /> <br />Mayor Gary Reismann <br />City of Ramsey <br />18008 Waco St. NW <br />Rarnsey, MN 55303 <br /> <br />Dear Mayor Reismaxm; <br /> <br />Request for city resolution. <br /> <br /> The concept of 2+2 has been in the news a great deal recently. Basically 2+2 is an approach <br />to addressing the increasing needs for higher education opportunities in Minnesota by linking state <br />universities and community colleges. Under a 2+2 plan, community college campuses would be <br />used by state universities as sites for coursework to complete four-year degree programs. The <br />community college campus would provide space for classes, library facilities, counseling and space <br />for other student support services. Many college students today are "place bound" adults who are <br />working and raising families in our communities. They are not at liberty to leave home to <br />complete thek college education at distant colleges or universities. <br /> During the 1990 Legislative session both the House and the Senate will consider legislation to <br />support a pilot 2+2 project at Anoka-Ramsey Community College in Coon Rapids, which would be <br />linked with St. Cloud State University. I am writing to request support from the City of Ramsey <br />for passage of this legislation. Specifically I am asking communities in close proximity to Anoka- <br />Ramsey to offer a resolution endorsed by their City Councils in support of House File HF 45 and <br />Senate File SF 33. We would like to have the resolutions completed and returned to me by <br />.January 26, 1990. At a future date those resolutions will be forwarded to the Legislature as an <br />indication of community support for the 2+2 pilot project. <br /> The effort to promote the 2+2 pilot project locally is being spearheaded by the Anoka-Ramsey <br />Community College Advisory Committee, which is made up of representatives from a number of <br />area communities. I am serving as chair of that organization. I would be pleased to arrange for <br />one of our advisory committee members to meet with you to discuss our request for a resolution <br />or any other aspect of this pilot project you care to discuss. <br /> I am enclosing a sample resolution which was recently passed by the Northern Mayors <br />Association. It may serve as a model for your council in drafting a resolution. <br /> We would also Like to request that your City Council seek a council member who would be <br />willing to be a further contact with legislators on the 2+2 issue. This contact person may be <br />asked to appear on behalf of the pilot project and/or engage in further follow-up contact with <br />legislators. I would appreciate it ff you would be willing to state that, either in the resolution or <br />in a cover letter. <br /> I am enclosing a list of all the College Advisory Committee representatives. Also, please feel <br />free to contact me regarding this at any time.
