WCCO needs to deliver its signal from downtown <br />Minneapolis to the site via a studio transmitter link <br />(STL). The current power pole at the site needs to be <br />upgraded and replaced with an approximately 80 foot tall <br />steel antenna tower for the STL antenna. WCCO needs <br />assurances from the City of Ramsey that such upgrade <br />would not be considered an expansion, enlargement or <br />intensification of the non-conforming use under either <br />paragraph 1 or paragraph 4 of Section 170.015H. <br /> <br /> Incidentally, the lighting, painting and maintenance <br />of the existing antenna tower is mandated by federal law. <br /> <br /> In a somewhat related matter, if city sewer and <br />water become available to the Property, is it a requirement <br />that the Property be serviced by them? If so, what kind of <br />costs would WCCO be facing in terms of special assessments, <br />hookup charges, SAC and WAC? <br /> <br /> As I understand it, you will discuss this letter <br />with the city attorney. Please feel free to have the city <br />attorney call me for any clarifications or additional informa- <br />tion. WCCO needs a binding, written assurance from the City <br />of Ramsey that the uses and improvements described in this <br />letter are acceptable under Section 170.015H of the City of <br />Ramsey Zoning Ordinance before it can purchase the Property. <br /> <br /> If you have any questions, please call me.
