Ms. Sylvia Folik <br />November 27, 1989 <br />Page 2 <br /> <br /> RECEIVED <br />HOV 2 <br /> ............ <br /> <br />Ramsey that such use of the antenna and satellite dishes, <br />even if such use occurs less frequently than every twelve <br />months, would not be construed as a discontinuance of <br />the use under paragraph 2 of Section 170.015H. In other <br />words, WCCO would like the City of Ramsey to assure it <br />that the antenna and satellite dishes are "being used" <br />as a stand-by radio facility even when they are not being <br />used for active broadcasting or transmission and that, <br />therefore, broadcasting from the antenna and utilizing <br />the satellite dishes need not occur at least once in <br />each 12-month period to remain a valid non-conforming <br />use. <br /> <br /> 2. WCCO intends to replace the existing underground <br />radials which radiate out from the base of the antenna <br />like the spokes of a wheel. The radials are completely <br />underground and would not be visible to anyone viewing <br />the Property. WCCO wants to make certain that such replace- <br />ment of the radials would not be construed as somethin~ <br />other than "normal maintenance" under paragraph 4 of <br />Section 170.015H. <br /> <br /> 3. The wooden tuning house at the base of the antenna <br />tower needs to be replaced. I am assuming that the new <br />tuning house would not be significantly larger than the <br />existing one. If the new tuning house is not significantly <br />larger than the present one, WCCO needs assurance that <br />such replacement would be considered "normal maintenance" <br />under paragraph 4 of Section 170.015H. <br /> <br /> 4. WCCO intends to erect fences around the guy anchors, <br />a fence around the base of the antenna tower with a lock <br />and a gate or gates across the access to the Property. <br />Ail of these improvements are intended to make the facility <br />more secure and less accessible to traspassers. WCCO <br />needs assurances from the City of Ramsey that these improve- <br />ments would not be considered an expansion, enlargement <br />or intensification of a non-conforming use under either <br />paragraph 1 or paragraph 4 of Section 170.015H. <br /> <br /> 5. WCCO intends to replace the existing leaky roof <br />on the building with roof trusses, plywood and shingles <br />and to paint the building. WCCO needs assurances that <br />such improvements would be considered "normal maintenance" <br />under paragraph 4 of Section 170.015H. -- <br /> <br /> 6. WCCO may need to upgrade the NSP power supply <br />servicing the facility. WCCO needs assurances from the <br />City of Ramsey that such upgrade would not be considered <br />an expansion, enlargement or intensification of the non-con- <br />forming use under either paragraph 1 or paragraph 4 of <br />Section 170.015H. <br /> <br /> <br />
