Ramsey that such use of the antenna and satellite dishes, even if such use occurs less frequently than every twelve months, would not be construed as a discontinuance of the use under paragraph 2 of Section 170.015H. In other words, WCCO would like the City of Ramsey to assure it that the antenna and satellite dishes are "being used" as a stand-by radio facility even when they are not being used for active broadcasting or transmission and that, therefore, broadcasting from the antenna and utilizing the satellite dishes need not occur at least once in each 12-month period to remain a valid non-conforming use. 2. WCCO intends to replace the existing underground radials which radiate out from the base of the antenna like the spokes of a wheel. The radials are completely underground and would not be visible to anyone viewing the Property. WCCO wants to make certain that such replace- ment of the radials would not be construed as somethin~ other than "normal maintenance" under paragraph 4 of Section 170.015H. 3. The wooden tuning house at the base of the antenna tower needs to be replaced. I am assuming that the new tuning house would not be significantly larger than the existing one. If the new tuning house is not significantly larger than the present one, WCCO needs assurance that such replacement would be considered "normal maintenance" under paragraph 4 of Section 170.015H. 4. WCCO intends to erect fences around the guy anchors, a fence around the base of the antenna tower with a lock and a gate or gates across the access to the Property. Ail of these improvements are intended to make the facility more secure and less accessible to traspassers. WCCO needs assurances from the City of Ramsey that these improve- ments would not be considered an expansion, enlargement or intensification of a non-conforming use under either paragraph 1 or paragraph 4 of Section 170.015H. 5. WCCO intends to replace the existing leaky roof on the building with roof trusses, plywood and shingles and to paint the building. WCCO needs assurances that such improvements would be considered "normal maintenance" under paragraph 4 of Section 170.015H. -- 6. WCCO may need to upgrade the NSP power supply servicing the facility. WCCO needs assurances from the City of Ramsey that such upgrade would not be considered an expansion, enlargement or intensification of the non-con- forming use under either paragraph 1 or paragraph 4 of Section 170.015H.
