That replacement of the wooden tuning house would not be consumed as other than normal <br />maintenance under paragraph 4 of Ramsey City Code Section 170.015H. <br /> <br />Response: City Staff determined that replacement of a deteriorating wooden tuning <br />house is normal maintenance, noting that such improvement will not require a building <br />permit as it is proposed to be less than 120 square feet in size. <br /> <br />That erection of fencing around the guy anchors and around the base of the antenna tower <br />and and a gate or gates across .the access to the property would not be considered an <br />expansion, enlargement or intensification of a non-conforming use under paragraph 1 or 4 <br />of Section 170.015H. <br /> <br />Response: City Staff has determined that fencing and gates are permitted and are not <br />considered an expansion, enlargement or intensification of a use. It was noted that any <br />fencing over 6 feet in height will require a building permit. <br /> <br />That replacement of the existing leaky roof on the building would not be consmaed as other <br />than normal maintenance under paragraph 4 of Section 170.015H. <br /> <br />Response: City Staff has determined that replacement of a deteriorating roof is normal <br />maintenance but will require a building permit. <br /> <br />That upgrading the NSP power supply would not be considered an expansion, enlargement <br />or intensification of the non-conforming use under parg-raph 1 or 4 of Section 170.015H. <br /> <br />Response: City Staff has determined that upgrading the NSP power supply does not <br />constitute an expansion, enlargement or intensification of a non-conforming use. <br /> <br />That upgrading the current power pole at the site and replacing it with an 80 foot steel <br />antenna tower would not be considered an expansion, enlargement or intensification of the <br />non-conforming use under paragraphs 1 or 4 of Section 170.015H. <br /> <br />Response: City Staff has determined that replacement of the current power pole on the <br />site with an 80 foot tower is an increase in height for that particular pole but does not <br />exceed the existing highest tower height on the property and therefore is not an expansion, <br />enlargement or intensification of a non-conforming use. <br /> <br />City Staff did raise concerns with power output interfering with radio transmissions <br />between the City's pump house and water tower. At the meeting on January 16, 1990, <br />City Staff was provided with a copy of a memo to you from Nell Swanson, WCCO <br />Transmitter Supervisor, dated December 28, 1989 which indicated that the communication <br />link between Ramsey's water tower and pump house operates on a frequency far removed <br />from the frequency WCCO operates on. <br /> <br /> <br />
