City Staff also raised concerns with the power output interfering with T.V. and radio
reception in surrounding residential neighborhoods. Nell Swanson responded by
indicating that interference is always a possibility but WCCO has a good neighbor policy
and addresses such situations on a case by case basis.

Another concern of WCCO noted Mark Hamel's letter of November 27, 1989, and discussed at the
meeting on January 16, 1990, was the availability of city sewer and water to the property and
requirements to connect to the services. City Staff responded to that inquiry by providing you with
a copy of a memo from City Engineer Peter Raatikka to myself dated December 12, 1989. That
memo indicated that the subject property would be required to connect to the services within 2
years of them becoming available to the site. The memo also provided cost estimates for those
services.

At the meeting on January 16, 1990, we also discussed a concept plan for the possible realignment
of Hwy. #47 that would most likely impact the eastern boundary of the subject site. You indicated
that the additional information regarding sewer and water assessment costs and the possible
realignment of Hwy. ~47 are issues that WCCO will have to take into further consideration.

Attached please find Resolution 90-03-XXX, adopted by the Ramsey City Council on March X,
1990, approving the contents of this letter and confmning City Staffs determination that the use of
and improvements to the former KANO property by WCCO are permissible under Section
170.015 (Non Conforming Uses) of Ramsey City Code.

Thank you for your cooperation in this matter.

Respectfully,

CITY OF RAMSEY

Sylvia Frolik
Planning Assistant

Enclosure

City Attorney William Goodrich
City Engineer Peter Raatikka
City Landscape Architect Mefland Otto
Community Development Director Mark Banwart
Mark Hamel, Dorsey & Whitney

10+
