STATUS

CASE # ~

OF ELECTRICAL USAGE, IRRIGATION AND FIELD
LIGHTING FOR CENTRAL PARK
By: Mark Boos, Parks/Utilities Coordinator

Background:

Last winter, we researched potential cost savings of a time of day meter (off-peak) for our
irrigation pump motor at Central Park. Using the figures I provided, we estimated a savings of
abou! $1.0t30.00 a watering season (6 months).

January, 1990, I solicited bids for installation of this new meter.

American Eagle, Go Electric and Twin Rivers electric were not interested or did not reply. Arctic
Electric made two separate appointments to meet me and did not show. We did receive two bids,
one from Killmer Electric for $575.00 and one from Lehn Electric for $958.00.

Originally I suggested waiting until we could obtain more accurate figures before making a final
decision, but wait ...... there's more.

In pestering Anoka Electric Cooperative for infom~ation, we discovered a sometimes forgotten
electric rate. It reads:

"Recreational Field Lighting
Publicly owned and operated recreational field service shall be billed annually under the
foregoing rate for demand and energy as determined by meter readings taken annually. The
Cooperative will read the meters on or about November 1. A bill will be rendered which
will be due and payable within 30 days from the date of the bill."

What this means is, we would be billed for a demand charge once a year instead of each mona.
For example:

If we take, in this case, a low peak demand figure of 100 kilowatts times a $5.25 demand
charge times 6 months, that equals $3,150.00 but if billed annually, it amounts to $525.00,
a savings of $2,625.00.

To take advantage of either the off-peak rate or the Recreation Field Lighting rate, or both, we will
need to install the additional time of day meter.

I do believe that the savings in electrical usage rate of the irrigation system alone will pay for the
installation of an additional meter the first year. Therefore, l am recommending accepting Kilmer
Electric's bid proposal of $575.00 and proceeding as soon as possible.

If these changes are approved, I will provide an actual cost savings at year-end.

Review Checklist:

Cit-5' Administrator
Ci~ Attorney
City Engineer
Communit3, Development Director
Public Works Supervisor

Chief of Police
Finance Officer X
Planning & Zoning Commission
Park & Recreation Commission
Parks/Utilities Coordinator ' X
