Councilmember adoptiop: introduced the iollowing resolution and moved for its ~SOLUTION ~t87- ~' 6) RESOLUTION ESTABLISHINC A POLICY FOR THE EXPENDITURE OF FUNDS PROM THE RUM RIVER STO~4 SEWF~TAXING DISTRICT-AND THE MISSISSXPPI RIVE~STOP~4 SEWER TAIINC DISTRICT WHERe, the City of Ramsey has established the Mississippi River Storm Sewer Taxing District and the Rum River Storm Sewer Taxing District with the intention of paying for the costs associated with the development of storm sewer systems throughout Ramsey; and WHEREAS, it is the intention of the City Council to establish policies guiding the use of funds generated from said storm sewer taxing districts. NOW T~EREFORE, BE IT RESOLVED BY THE CITY COUNCIL OP THE CItY OF RAHSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: PERMITTED COSTS Trunks and Trunk Systems. The cost of all trunks and trunk systems shall be paid for through the storm sewer taxing districts of the City of Ramsey. Trunks and trunk systems shall be identified by the City Engineer. Generally, a structure is a trunk or trunk system if it: 1) Serves a large area; 2) Serves a nUmber of.properties; 3) Is used as a collector for laterals or sub-trunks; 4) Serves a system-wide need for storm drainage. l~. Only the cost of laterals where a drainage problem exists in a developed area prior to the establishment of any storm sewer taxing districts will be paid for through the. storm sewer taxing districts of the City of Ramsey. Ail other lateral costs must be paid from some other source. ~. All costs associated with the maintenance, reconstructing, repairing, or improving existing storm sewer systems shall be paid for through the storm sewer taxing districts of the City of Ramsey. EXCLUDED COSTS Storm sewer costs related to the construction of Municipal State Aid streets which will be borne by the Municipal State Aid funds shall be excluded as eligible costs from either storm sewer taxing district. Costs of improvements which benefit other governmental units shall be excluded as eligible costs from either storm sewer taxing district.
