Case <br /> <br />ADOPT ORDINANCE AUTHORIZING THE SALE OF CITY OF RAMSEY <br />PROPERTY P.I.N. 10-32-25-44-0009; CASE OF DARYL PETERSON <br /> By: Mark S. Banwart, Community Development Director <br /> <br />Background: <br /> <br />On December 21, 1989, the City of Ramsey received a letter from Daryl Peterson (letter dated <br />December 18, 1989) requesting the City of Rarnsey to sell parcel identified as P.I.N. 10-32-25-44- <br />0009 to him at a minimal price. <br /> <br />Staff investigation of this parcel indicates that apparently the City obtained this land parcel through <br />tax forfeiture. Apparently, the City obtained this land to insure possible access to parcels identified <br />as P.I.N.'s 10-32-25-44-0021, 10-32-25-44-0022 and 10-32-25-44-0018. According to City <br />records, Daryl and Joan Peterson own the parcels identified as P.I.N. 10-32-25-44-0021 and <br />32-25-44-0018. The parcel identified as P.I.N. 10-32-25-44-0022 is owned by Terri L. Peterson. <br /> <br />For your information, the following is enclosed: <br /> <br />A) <br />B) <br />C) <br />D) <br />E) <br /> <br />Site location map A <br />Site location map B <br />Letter from Daryl Peterson (dated December 18, 1989) <br />Affidavit of Publication (January 19, 1990) <br />Proposed Ordinance Authorizing the Sale of Certain City Owned Property Located <br />in the City of Ramsey. <br /> <br />Observations: <br /> <br />According to the City Attorney, Bill Goodrich, this particular parcel if determined to be surplus <br />should be sold vs. vacated. <br /> <br />It has been City policy that the revenues generated from the sale of surplus City property be placed <br />into the Park Trust Fund to be used for park land acquisition and/or park improvements. <br /> <br />On January 2, 1990, the Ramsey Planning and Zoning Commission recommended the sale of City <br />of Ramsey surplus property P.I.N. 10-32-25-44-0009; that the revenues from the sale of surplus <br />property be placed into the Park Trust Fund; that all owners of property adjacent to P.I.N. 10-32- <br />25-44-0009 be notified of it's availability for purchase; and that the purchaser of P.I.N. 10-32-25- <br />44-0009 shall consolidate that parcel with his/her existing parcel. <br /> <br />It was also noted that parcels are not considered buildable without 200 feet of frontage on a public <br />road; acquisition of P.I.N. 10-32-25-44-0009 and consolidation of it with P.I.N. 10-32-25-44- <br />0021 still would not result in sufficient frontage on a public road for P.I.N. 10-32-25-44-0021 to <br />be considered buildable. <br /> <br />On January 4, 1990, letters were sent to adjacent property owners informing them of the possible <br />sale of City surplus property. Furthermore, based on City Attorney recommendation, Notice of <br />Sale of Surplus Property was also posted at City Hall and was published in the City's official <br />newspaper. <br /> <br /> <br />
