HETROPOLITAN COUNCIL <br />Hears Park Centre, 230 East Fifth Street, St. Paul, Hinnesota 55101 <br /> <br />REPORT OF THE HETROPOLITAN HASTE NANAC~ ADVISORY CO~/ITTEE <br /> <br />DATE~ <br /> <br />Hatch 14, 1990 <br /> <br />TO.' <br /> <br />Environmental Resources Committee <br /> <br />SUBJECT: <br /> <br />Request by Waste Hanagement, Inc. to Lift Development <br />L~mitation, AnokaCounty Candidate Landfill Site P <br />City of Rd macy <br />Hetropolitan Council Referral File No. 15077-1 <br />HetropolitanCouncil District 9 <br /> <br />BACKGROUND <br /> <br />At its March 13, 1990 meeting, the Hetropolttan Waste Hanagement Advisory <br />Committee considered the attached report review of the request by Waste <br />Hanagement of Htnnesota, Inc. (%aiHI) to have the limitation on development <br />lifted for a portion of Candidate Landfill Site P to allow the development <br />of a yard waste composting operation. <br /> <br />ISSUES ANDCONCERNS <br /> <br />Following the staff presentation, questions from committee member Lev Wood <br />were forwarded by staff. Those questions related to the potential for <br />contamination from chemically treated grass clippings, and how~/HI <br />intended to market the compost. Staff informed the committee that recent <br />studies by Franklin and Associates indicate that other than slightly <br />higher salt content, the leachate from yard waste composting did not <br />present a surface or ground water contamination risk. With respect to <br />markets, staff noted that~I plans to sill the finished compost at a <br />nominal fee to both co~=~ercial growers and private indtvlduals. <br /> <br />The committee asked whether the proposal included placement of an asphalt <br />pad, or other type of liner between the co=posting site, and the existing <br />soils. Staff stated that no liner or. pad was being proposed. <br /> <br />The committee then approved the staff report and recommendation. <br /> <br />RECO~/ENDATION <br /> <br />That the Metropolitan Council adopt this report and approve the request by <br />Waste Management of Minnesota, Inc. to abrogate the development limitation <br />for a portion of Anoka County Candidate Site P to allow the installation of <br />a yard~aste composttng operation, subject to the following condition: <br /> <br /> <br />
