METROPOLITAN COUNCIL <br />Meats Park Centre, 230 East Fifth Street, St. Paul, Minnesota <br /> <br />55101 <br /> <br />DATE: <br /> <br />March 6, 1990 <br /> <br />TO: <br /> <br />Metropolitan Waste Management Advisory Committee <br /> <br />FROM: <br /> <br />Solid Waste Division (Tom Caswell, 291-6319) <br /> <br />SUBJECT: <br /> <br />Request by Waste Management, Inc. to Lift Development Limitation, Anoka <br />County Candidate Landfill Site P <br />City of Ramsey <br />Metropolitan Council Referral File No. 15077-1 <br />Metropolitan Council District 9 <br /> <br />INTRODUCTION <br /> <br />On February 16, 1990, the Metropolitan Council received a request from Waste Management of <br />Minnesota, Inc. to have the limitation on development lifted for a portion of Anoka County <br />Candidate Landfill Site P in the City of Ramsey to allow the development of a yard waste <br />composting operation. <br /> <br />AUTHORITY TO REVIEW <br /> <br />For candidate landfill sites which have been approved by the Metropolitan Council as part of <br />the metropolitan inventory, the Waste Management Act (WMA) (Minn. Stat. Sec. 473.810 et <br />seq.) imposes a limitation on development. Its purpose is ~to permit the comparative evaluation <br />of sites and the participation of affected localities about the use of sites: (Minn. Stat. 473.806, <br />Subd. 1). <br /> <br />The WMA permits the Council to abrogate the development limitation for specific sites or <br />buffer areas with the approval of the county in which the site is located.
