METROPOLITAN COUNCIL Meats Park Centre, 230 East Fifth Street, St. Paul, Minnesota 55101 DATE: March 6, 1990 TO: Metropolitan Waste Management Advisory Committee FROM: Solid Waste Division (Tom Caswell, 291-6319) SUBJECT: Request by Waste Management, Inc. to Lift Development Limitation, Anoka County Candidate Landfill Site P City of Ramsey Metropolitan Council Referral File No. 15077-1 Metropolitan Council District 9 INTRODUCTION On February 16, 1990, the Metropolitan Council received a request from Waste Management of Minnesota, Inc. to have the limitation on development lifted for a portion of Anoka County Candidate Landfill Site P in the City of Ramsey to allow the development of a yard waste composting operation. AUTHORITY TO REVIEW For candidate landfill sites which have been approved by the Metropolitan Council as part of the metropolitan inventory, the Waste Management Act (WMA) (Minn. Stat. Sec. 473.810 et seq.) imposes a limitation on development. Its purpose is ~to permit the comparative evaluation of sites and the participation of affected localities about the use of sites: (Minn. Stat. 473.806, Subd. 1). The WMA permits the Council to abrogate the development limitation for specific sites or buffer areas with the approval of the county in which the site is located. However, the Council is directed that it 'shall not approve actions which would jeopardize the site for use as a solid waste facility'.
