-2- <br /> <br />yardwaste comporting facility in a portion of Anoka County Candidate Landfill Site P. The <br />facility will accept grasa, leaves and prunings. The total size of the site is 34 acres, and includes <br />a tipping area, composting area, curing area and buffer. WMMI anticipates approximately <br />23,000 tons of yardwaste will be delivered annually. <br /> <br />The facility will be open to hauler~ and individual residents, and will accept bagged and <br />unbagged waste. Differential fees will be charged depending on whether the waste is bagged or <br />not. To minimize the potential for yardwaste litter along access routes, all loads that arrive in <br />uncovered vehicle~ will be charged double. Landfill personnel will operate a debagging <br />machine, and remove all plastic before waste is placed in windrows. <br /> <br />Two windrows will be formed, with moisture added from a water truck. Each windrow will be <br />approximately 25 feet wide and ten feet high. After approximately one month, the windrows <br />will be reduced (through decomposition and self-compaction) to about one-half their original <br />size. They will then be turned and combined to form one windrow about the size of each initial <br />orle. <br /> <br />WMMI will uae the iow-level technology composting methodology developed by Rutger~ <br />University. This method includes frequent turning, monitoring for temperature, pH, moisture <br />content, Physical appearance, and odors. The total time from delivery of waste and finished <br />compost is anticipated to be about 18 months. <br /> <br />The area proposed currently contains gravel roads that will serve this facility. Some minor <br />grading of the area will occur to enhance surface water drainage. A soil berm will screen the <br />facility from Sunfish Lake Boulevard. The composting site will be fenced to limit unauthorized <br />a c c..e,,~. <br /> <br />PROJECT REVIEW <br /> <br />The proposed project was described by WMMI in the completed Application for Abrogation of <br />Development Limitation (see Attachment A), and in a document entitled Anoka Regional <br />Composting Faeili _t3,, dated January 16, 1990. <br /> <br />The Council also received a letter and resolution from the City of Ramsey (see Attachments B <br />and C). These documents indicate the City's opinion that the proposed yardwaste composting <br />facility is development within the statutory meaning, and that the City will not act on the <br />conditional use permit, submitted by WMM~, until the Council and the County have acted on <br />the devel6pment l~nitation abrogation request. <br /> <br />The proposed project has been reviewed against the following guidelines adopted by the Council <br />in January, 1989. <br /> <br />Guidelines: <br /> <br />Referring to the payment of development rights only once, is not applicable to its <br />request. <br /> <br />States the Council will not approve requests for permanent structures in the <br />proposed fill area. <br /> <br /> <br />
