o <br /> <br />Sa. <br /> <br />5b. <br /> <br />5C. <br /> <br />-3- <br /> <br />Although fencing will be installed, there will not be any permanent structures as <br />part of this proposal. <br /> <br />Requires the County and the Council approve the request, as required by state <br />statute. <br /> <br />The Anoka County Board is scheduled to act on this request on April 24, 1990. <br /> <br />Relates to the consistency of the proposal with local development plans, land use <br />classification, and other official controls. <br /> <br />The area proposed for the composting facility is zoned I-1 (General) Industrial. <br />A conditional use permit will be required from the city, but the proposal does <br />not appear to conflict with local development plans, land use classification, or <br />other official controls. <br /> <br />The Council is not permitted to approve requests to lift a development limitation <br />which would jeopardize the availability of a site for use as a solid waste facility. <br />The following conditions are among the factors that would affect the availability <br />of the site, or affect the comparative evaluation of sites: <br /> <br />Development <br /> <br />This proposal <br />the fill area. <br /> <br />of residences within 1,000 feet of the proposed fill area. <br /> <br />will not result in any residential development within 1,00 feet of <br /> <br />Development that would affect the ability to adequately monitor ground water at <br />the site or cause uncontrolled movement of leachate between aquifers. <br /> <br />No activities associated with yardwaste composting or the installation of fencing <br />will contribute to uncontrolled movement of leachate between aquifers, or inhibit <br />future groundwater monitoring. <br /> <br />Development within 200 feet of the proposed fill area of a site. <br /> <br />The proposed yardwaste facility is in a portion of the anticipated fill area of Site <br />P. WMMI, however, has stated in a letter to Council staff dated February 20, <br />1990, that if Site P is selected as a future landfill site, the company agrees to <br />move and/or terminate all composting activities including removal of materials <br />from the site. <br /> <br />The Council will not approve development that would increase the cost of <br />acquiring the site by more than 25 percent of the 1988 assessed market value of <br />the site. <br /> <br />According to the submittal of the application, the estimated cost of this facility is <br />approximately $7,500. As indicated above, WMMI has agreed to absorb the cost <br />of removal of materials and fencing of the area, in the event this site is selected <br /> <br /> <br />
