The estimated cost of $7,500 for this facility is less than two <br />percent of the total cost of the site, and is well below the 25 percent threshold <br />established in the guidelines. <br /> <br />CONCLUSIONg <br /> <br />The proposed yardwaste composting facility meets all the criteria contained in the <br />Council's guidelines for reviewing development limitation requests, except that it <br />will be in the proposed fill area of Site P. <br /> <br />The proposed yardwaste composting facility will not affect the comparative <br />evaluation of sites in Anoka County, nor will it jeopardize the availability of Site <br />P for use as a solid waste facility, provided materials and fencing are removed, if <br />need be should Site P be selected for development as a landfill. <br /> <br />RECOMMENDATION <br /> <br /> That the Metropolitan Cmancil adopt this report and approve the request by Waste <br /> Management of Minnesota, Inc. to abrogate the development limitation for a portion of Anoka <br /> County Candidate Site P to allow the installation of a yardwaste composting operation, subject <br />-:~..: : ' -;'~ to the following condition: <br />I 1.
