WHEREAS, the City Council finds that the "Site P" buffer area is needed ir, or:ier to distance the proposed landfill site and landfill related activiti.:s from other land uses within the community and thereby mitigate adverst: Jandf'fll impacts; and WHEREAS, the location of a composting facilit), in the "Site P" buffer area ma:,' be viewed by those agencies charged with selecting landfill ',ites as a positive factor and thereby encourage the selection of"Site P". NOW THEREFORE, BE IT RESOLVED BY 'THE RAMSEY CITY COUNCIL, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the City of Ramsey finds that the proposed zstablishment of a yard waste compost site by Waste Management of Minnesota, Inc. is considered a development activity, and as such is a development. 2) That the Ramsey City Council hereby request:; the Metropolitan Council and the County of Anoka to act upon the proposed yard waste compost site application from Waste Management of Minnesota, Inc., pursuant to Minnesota Statute §473.806. 3) That p.ending, notification from the Metr,politan Council and Anoka County of their respectwe actmns as directed by Minnesot~ Statute {}473.806, Ramsey will not proceed any further on the CLIP application of WMMI 4) That the Ramsey City Council hereb" directs staff to submit this resolution to the Metropolitan Council and Anoka Count'..
