CASE

REQUEST FOR A CONDITIONAL USE PERMIT TO
CONSTRUCT AND MAINTAIN AN EMERGENCY RADIO RECEIVER TOWER;
CASE OF ANOKA COUNTY CENTRAL COMMUNICATIONS
By: Planning Assistant Sylvia Frolik

Background:

Anoka County Central Communications is requesting a conditional use permit to construct and
maintain an emergency radio receiver tower as part of the 911 radio communications system in
Anoka County. Anoka County is currently in the process of a minor subdivision to create a 1/3
acre parcel from Lot 1, Block 3, Autumn Heights, on which to locate the emergency radio tower.
The facility would consist of a 50 foot utility pole on which an antenna would be mounted, an 81
square foot equipment shelter and 6 foot fencing encompassing the facility. The overall height of
the pole and antenna is estimated at 55-60 feet, a height sufficient to clear treetops.

On March 6, 1990, the Planning and Zoning Commission conducted a public hearing and residents
expressed concern that the receiver tower blend in with the surrounding area and be developed in
such a way to preserve the natural environment on the proposed site. The Commission tabled any
action on the request for a conditional use permit and requested that Morrie Mox, Senior Radio
Technician at Anoka County Central Communications, meet with surrounding residents to format
an agreeable development plan.

On April 3, 1990, the Planning and Zoning Commission noted receiving a letter from Morrie Mox
dated March 26, 1900. That letter indicated that a development plan for the receiver tower has been
formulated which is acceptable to the surrounding residents. The points of that plan have been
incorporated into the proposed conditional use permit.

Observations:

The purpose of the tower is to improve the capability of Ramsey Police and Fire Departments to
receive transmissions from Anoka County Central Communications.

The following items are enclosed for your information:

a)
b)
c)
d)
e)
f)
g)
h)

i)
J)
k)

Application
Site location map
Site plan (2 pages)
Public hearing notice
Properties notified
Planning & Zoning Commission public hearing minutes dated March 6, 1990.
Planning & Zoning Commission regular meeting minutes dated March 6, 1990.
Letter from Morrie Mox of Anoka County Central Communications dated March
26, 1990.
Planning & Zoning Commission regular meeting minutes dated April 3, 1990.
Proposed f'mdings of fact
Proposed conditional use permit
