PERSONNEL COMMITTEE REPORT <br />BY: Kay McAloney, Personnel Coordinator <br /> <br />CASE <br /> <br />Background: <br /> <br />1) On April 11, 1990 the Personnel Committee interviewed Nancy Blanchette, the finalist for <br />the Data Entry Clerk position. Finance Officer Sandra Ashley and City Administrator David <br />Hartley recommended to the Personnel Committee that the position be offered to Nancy Blanchette <br />based on her experience, skills and interviews. A motion was made by Councilmember DeLuca <br />and seconded by Councilmember Cich to recommend that City Council offer the position of Data <br />Entry Clerk to Nancy Blanchette. <br /> <br />2) On April 11, 1990 the Personnel Committee reviewed the annual performance appraisal for <br />Accounting Technician Gayle Rogers. Finance Officer Sandra Ashley and City Administrator <br />David Hartley recommended to the Personnel Committee to approve a salary increase per the ternas <br />of the AFSCME bargaining unit contract. A motion was made by Councilmember Cich and <br />seconded by Councilmember DeLuca to recommend that City Council accept the performance <br />appraisal for Gayle Rogers and approve a salary increase per the terms of the AFSCME bargaining <br />unit contract. <br /> <br />3) On April 11, 1990 the Personnel Committee reviewed the annual performance appraisal for <br />Administrative Coordinator Penny Curtis. Finance Officer Sandra Ashley and City Administrator <br />David Hartley recommended to the Personnel Committee that Penny-Curtis be promoted from <br />salary grade 2.5 to salary grade 3 due to an increase in responsibilities. A motion was made by <br />Councilmember Cich and seconded by Councilmember DeLuca to recommend that City Council <br />accept Penny Curtis' performance appraisal and approve the promotion and salary increase as <br />proposed with a position anniversary date of March 1, 1990 and the 3% general increase effective <br />January 1, 1990. <br /> <br />4) At the Personnel Committee meetings of April 3 and April 11, 1990 there was discussion <br />regarding the hiring procedure for filling positions in salary grades 1, 1.5 and 2. The Personnel <br />Committee consensus was that they would like to interview the final candidate for positions in <br />salary grades 1, 1.5 and 2. City Administrator David Hartley stated that the City Council can <br />delegate authority for hiring. The Personnel Committee recommended that City Council delegate <br />the Personnel Committee the authority to hire employees for salary grades 1, 1.5 and 2. <br /> <br />Council Action: <br /> <br />1) Motion to adopt/not adopt Resolution g90-04- confirming the recommendation of the <br />Personnel Committee to offer the position of Data Entry Clerk to Nancy Blanchette. <br /> <br />2) Motion to adopt/not adopt Resolution ~90-04- confirming the recommendation'of the <br />Personnel Committee to increase the annual salary of Gayle Rogers per the terms of the AFSCME <br />bargaining unit contract to $19,767 effective April 26, 1990. <br /> <br />3) Motion to adopt/not adopt Resolution g90-04-. . confirming the recommendation of the <br />Personnel Committee to promote Penny Curtis from salary grade 2.5 to salary grade 3 due to an <br />increase in responsibilities effective March 1, 1990 and to confirm the additional recommendation <br />of the Personnel Committee to increase the annual salary of Penny Curtis to $22,642 effective <br />January 1, 1990 and to increase the annual salary of Penny Curtis to $24,000 due to promotion <br />effective March 1, 1990. <br /> <br /> <br />
