Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #90.04- POLICY FOR FILLING CITY POSITIONS IN SALARY GRADES 1, 1.5 AND 2 WHEREAS, at the Personnel Committee meeting on April 3, 1990 there was discussion regarding the hiring procedure for the entry level positions in salary grades 1, 1.5 and 2, and to expedite the time frame for filling these entry level positions. Positions in these salary grades include Accounting Technician, Building Maintenance Worker, Community Development Inspector, Data Entry Clerk, Receptionist, Secret.ary, and Public Works Maintenance Worker; .and WHEREAS, current hiring procedures include selecting qualified applicants for telephone and in-person interviews with the Personnel Coordinator with top candidates being interviewed by Department Head. Department Head then makes a recommendation to City Administrator who reviews application and interviews final applicant. Final candidate is then presented to the Personnel Committee for interview; and WHEREAS, the Personnel Committee stated that their participation in the hiring of all employees provides a certain amount of checks and balances; and WHEREAS, consensus of the Personnel Committee at their April 3, 1990 meeting decided that the top candidate, or top two candidates in the case of equal rankings, for entry level positions should be interviewed by the Personnel Committee with support documentation provided by City Staff; and WHEREAS, City of Ramsey City Code requires that City Council perform all hiring;. however, City Council can delegate authority for hiring; and WHEREAS, the Personnel Committee at their meeting of April 11, 1990 recommended that City Council delegate the Personnel Committee the authority to fill City positions for employees in salary grades 1, 1,5 and 2. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the City Council of the City of Ramsey adopt/not adopt resolution #09-04-__ confLrming the recommendation of the Personnel Committee delegating the authority for filling City positions in salary grades 1, 1.5 and 2 to the Personnel Committee. The motion, for the. adoption of the foregoing resolution was duly seconded by Councilmember and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: and the following abstained: and the following were absent: whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 24th day of April, 1990.
