On March 27, 1990, Community Development Inspector Lutmer inspected Ramsey Auto Sales and reported 91 vehicles on site, as well as some inoperable vehicles. On April 10, 1990, a certified letter was sent to Robert Wojcik. That letter indicated that the City Council would be conducting a public heating on April 24, 1990, to consider revocation of a conditional use permit for a used vehicle sales lot. The Post Office indicates Mr. Wojcik's receipt of that letter on April 11, 1990. On April 18, 1990, Community Development Inspector Lutmer inspected the property to determine the status of compliance with the landscaping term of the conditional use permit. Mr. Lutmer could see no evidence of landscape plantings. He did note that there was sufficient space for 7 off-street parking spaces and all debris had been removed except for one vehicle hood. For your information, the site location map and existing conditional use permit are enclosed. Observations: The following is a brief summary of recorded conditional use permit violations at Ramsey Auto Sales: CUP Requirement Compliance Status Access from Hwy. #10 shall be used as an exit only. Subject access not being utilized and therefore in compliance. Access from Ramsey Blvd. in current location. In compliance. Limit of 50 vehicles for sale on the property at any one time. Consistent non-compliance recorded since July 25, 1989. There shall be at least 7 off-street parking spaces. Irregular compliance. All off-street parking, driveways and car display areas shall be surfaced with blacktop or concrete. Non-compliance. Blacktop improvements were completed per the site plan but Wojcik's operation has expanded beyond the blacktop area. Landscaping shall be installed & maintained per the site plan. None of the landscape plantings proposed in the site plan are evident. No exterior storage of vehicle parts, tires or parts inventory. Irregular compliance. Lighting shall be arranged to deflect from adjacent streets. In compliance. Grant the City a 15 year option to purchase a 60 foot easement for future frontage road/ utility purposes. Yet to be accomplished by City. The property owner shall sign the permit. In compliance.
