On September 26, 1989, the Planning and Zoning Commission's proposal for a conditional use <br />permit was submitted and City Council approved same. That permit required that the proposed <br />improvements contained in the site plan must be accomplished by December 1, 1989. <br /> <br />On September 28, 1989, Planning Assistant Frolik sent a letter to Robert and Louis Wojcik <br />informing them that the request for a conditional use permit to expand Ramsey Auto Sales had been <br />approved. It was noted that the proposed improvements to the property must be completed by <br />December 1, 1989 and construction could not begin until the conditional use permit was executed. <br /> <br />On October 25, 1989, a certified letter was sent to and received by Robert Wojcik. Among other <br />things, that letter repeated the commitments and deadlines yet to be fulfilled by Robert with respect <br />to expanding Ramsey Auto Sales. The letter indicated that if the deadlines are not met, Staff would <br />have no choice but to void the permit for expansion and begin strict enforcement of that permit <br />issued in 1988. <br /> <br />On December 1, 1989, Community Development Inspector Lutmer inspected Ramsey Auto Sales <br />and reported that there were 60 cars on the site; of those 60, 2 were employee cars, 1 was being <br />stored for someone, 1 had road problems and 2 had no designation. The 7 off-street parking <br />spaces were not provided. There were no vehicle parts scattered on the site. <br /> <br />On January 17, 1990, Community Development Inspector Lutmer again inspected Ramsey Auto <br />Sales and reported 111 cars on the lot; it appeared there was sufficient room for 7 off-street parking <br />spaces; there was a commercial track and a pick-up loaded with debris; two inoperable vehicles <br />were for sale (missing doors, hoods, grills, front wheel wells, etc.). <br /> <br />On January 18, 1990, a certified letter from Planning Assistant Frolik was sent to and received by <br />Robert Wojcik. That letter requested compliance with the conditional use permit by February 1, <br />1990 and making contact with the Building Official to initiate action to relocate the structure on <br />blocks on the proposed expansion parcel to a permanent location. <br /> <br />On January 29, 1990, Planning Assistant Frolik received a phone call from an employee of Robert <br />Wojcik asking what had to be done to bring Ramsey Auto Sales into compliance. That information <br />was given to the employee. It should be noted that on at least two occasions, Robert Wojcik was <br />provided copies of his conditional use permit. <br /> <br />On February 6, 1990, Ms. Frolik received a telephone call from Robert Wojcik. He indicated that <br />he had purchased another car lot in Moorhead, Mn and would be transferring the excess vehicles at <br />Ramsey Auto Sales to that lot in Moorhead. Mr. Wojcik stated that he would be in compliance <br />with his conditional use permit within one week. <br /> <br />On February 27, 1990, Community Development Inspector Lutmer inspected Ramsey Auto Sales <br />and reported that there were 96 vehicles on the property and the commercial track loaded with <br />debris was still on site. Mr. Wojcik informed Mr. Lutmer that the vehicle inventory would be <br />depleted by the f'n'st week in March. <br /> <br />On March 13, 1990, Community Development Inspect°r Lutmer inspected Ramsey Auto Sales and <br />reported that there were 101 vehicles on the site; the debris had been removed from the commercial <br />track on the site. <br /> <br />On March 13, 1990, Ms. Frolik received a telephone call from Robert Wojcik. He stated that the <br />City of Moorhead was requiring some site improvements to his car lot in that City before allowing <br />him to bring vehicles onto the property. At that time, Ms. Frolik £n'mly informed Mr. Wojcik that <br />there must be progress towards getting into compliance with his conditional use permit in Ramsey. <br /> <br /> <br />
