On April 20, 1989, Community Development Inspector Lutmer's response to the notification of the <br />request to expand Ramsey Auto Sales indicated that there were "many" inoperable vehicles on the <br />existing site of the operation. <br /> <br />On May 2, 1989, the Planning and Zoning Commission conducted a public hearing regarding the <br />request for expansion. Mr. Louis Wojcik was present. Mr. Mefland Otto of Hakanson Anderson <br />noted that the applicants were not in compliance with the existing conditional use permit. At that <br />time, the Planning and Zoning Commission recommended approval of amending the 60 foot <br />easement requirement in the 1988 conditional use permit to be consistent with the City's action in <br />the Holiday Stationstores case. The Commission also tabled action on the request for a conditional <br />use permit to expand Ramsey Auto Sales pending submittal of a site plan to scale. <br /> <br />On May 5, 1989, Planning Assistant Frolik sent a letter to Robert and Louis Wojcik recommending <br />that they bring their operation into compliance with the existing conditional use permit and hire a <br />professional landscape architect to draw up a site plan for the existing site and proposed expansion <br />of Ramsey Auto Sales. <br /> <br />As of May 16, 1989, a site plan.had not been submitted and the Planning and Zoning Commission, <br />upon noting that the property still appeared to be in violation of it's current conditional use permit, <br />recommended that City Staff initiate action to revoke the permit. <br /> <br />On June 1, 1989, Robert Wojcik received approval from Community Development Director Mark <br />Banwart, as a temporary measure, to relocate an accessory structure from the then Holiday <br />Stationstores site to the vacant lot proposed for expansion of Ramsey Auto Sales. <br /> <br />On June 12, 1989, it was reported to the Planning and Zoning Commission that the Wojciks had <br />hired a professional firm to do their site plan but it could not be ready for review until the <br />Commission's regular meeting in July. <br /> <br />On July 18, 1989, City Council tabled action on the request for a conditional use permit to expand <br />Ramsey Auto Sales pending submittal of a report regarding status of compliance with existing <br />conditional use permit and corrections to site plan. <br /> <br />On July 25, 1989, Community Development Inspector Lutmer inspected Ramsey Auto Sales and <br />counted 115 vehicles on the property. The conditional use permit limits the number of vehicles on <br />the property to 50; the 7 required off-street parking spaces were not provided for. Mr. Lutmer also <br />noted that 3 vehicles and a small accessory structure, in addition to the one currently on blocks, <br />were placed on the parcel proposed for expansion. At that time, Robert Wojcik indicated that he <br />had no plans to relocate the structure on blocks and the smaller accessory structure to permanent <br />locations. <br /> <br />On August 1, 1989, the Planning and Zoning Commission recommended that City Council deny <br />the request for expansion of Ramsey Auto Sales. Mr. Wojcik was present. <br /> <br />On August 8, 1989, the Planning and Zoning Commission's recommendation for denial was <br />forwarded to City Council. Mr. Robert Wojcik was present. At that time, City Staff did note that <br />the proposed expansion is not a significant change to a use that was approved by City Council in <br />1988 and that the site plan does represent an improvement to the subject property that will address <br />some of the existing problems and violations. The City Council indicated they would like to <br />consider approving the request for expansion and requested that the Planning and Zoning <br />Commission provide input to the proposed conditional use permit. <br /> <br /> <br />
