I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />i <br />I <br /> <br />SPECIFIED SEXUAL ACTIVITIES: <br /> <br />Actual or simulated sexual intercourse, oral copulation, anal intercourse, <br />oral-anal copulation, bestiality, direct physical stimulation of unclothed <br />genitals, flagellation or torture in the context of a sexual relationship, or <br />the use of excretory functions in the context of a sexual relationship, and <br />any of the following sexually-oriented acts or conduct: anitingus, <br />buggery, coprophagy, coprophilia, cunnilingus, fellatio, necrophilia, <br />pederasty, pedophilia, piquerism, sapphism, zooerasty; or <br /> <br />Clearly depicted human genitals in the state of sexual stimulation, arOusal <br />or tumescence; or <br /> <br />Use of human or animal ejaculation, sodomy, oral copulation, coitus, or <br />masturbation; or <br /> <br />Fondling or touching of nude human genitals, pubic region, buttocks, or <br />female breast; or <br /> <br />Situations involving a person or persons, any of whom are nude, clad in <br />undergarments or in sexually revealing costumes, and who are engaged in <br />activities involving the flagellation, torture, fettering, binding or other <br />physical restraint of any such persons; or <br /> <br />Erotic or lewd touching, fondling or other sexually-oriented contact with <br />an animal by a human being; or <br /> <br />7. Human excretion, urination, menstruation, vaginal or anal irrigation. <br /> <br />SECTION 4. PUBLIC HEARING AND STUDY <br /> <br />The City Council hereby directs City Staff to study the siting of each adult bookstore as <br />above defined and schedule a public hearing for May 29, 1990 at which time public <br />comment will be accepted and received regarding the placement and location of Adult <br />Bookstores within the City. <br /> <br />SECTION 5. PROHIBITION <br /> <br />During the term of this Ordinance no Adult Bookstore shall be sited, operated or <br />maintained or otherwise do business within the City of Ramsey. <br /> <br />SECTION 6. EFFECTIVE DATE <br /> <br />This emergency Ordinance becomes effective upon it passage and shall be in effect for a <br />period of 180 days from the date hereof. <br /> <br />SECTION 7. VIOLATION <br /> <br />A violation of any portion of this Ordinance shall be considered a misdemeanor <br />punishable by imprisonment for up to 90 days and a fine of $700.00, or both. Each day <br />that a violation occurs shall be considered a separate offense. <br /> <br />/t7 <br /> <br /> <br />
