Total number of households served by responding haulers was 3,112 households in the City. <br />The City is estimated to have about 3,500 households bringing the total represented households <br />to 88.91 percent of the City. These figures showed that the current haulers could provide a <br />recycling service to 75 percent or 2,617 of the households in the City. This figure is attained <br />by' only 83.33 percent of the license haulers currently responding to the request for <br />information. The only hauler that is not capable of providing a recycling service to the <br />residents it currently serves will be able to provide this service in the future. <br /> <br />The third question illustrates that a majority of the companies provide pickup on each Monday. <br />One company has pickup on two days during the week giving a total percentage of 125 percent. <br />The only company that does not provide Monday pickup is the company that currently provides' <br />the recycling service in the pilot area. The pickup date for this service was set by contract and <br />it may be changed with the signing of a new contract. <br /> <br />Although some cities have found that residents are more likely to participate in a co-mingled <br />system. These type of systems however present certain problems for the haulers and <br />eliminating some from providing the service. There also is an increase the expense of the <br />recycling service for the City and the residents, The separated system could be a simple as the <br />city providing a single container and the residbnts separating the collected materials in paper <br />bags in the container with newspapers going on top. <br /> <br />Based on the response from the haulers in the City of Ramsey the best way to provide the service <br />would be bi-monthly. This may allow some residents to reduce the frequency of refuse pickup <br />for their household. One of the responding haulers indicated that they could provide the service <br />on a weekly basis for an additional charge, <br /> <br />Based upon the response of the survey, the City could provide a recycling service by using <br />current haulers that would pickup glass, aluminum, metal cans, and newspaper. Only one <br />responding hauler was able to handle the collection of plastics. The City may decide to collect <br />plastics only at the current recyclables drop-off site located at the landfill. This would combat <br />the problem of large volume and little weight by centrally locating a large amount of the <br />material at one site. The City will also have to address the problem of yard waste collection in <br />the future. The licensed haulers were not asked if they were able to handle yard waste in <br />conjunction with the curbside recycling program. <br /> <br />Unfortunately, only three haulers provided us with an estimate as to the cost of the service to <br />the residents and/or city. The haulers that provided the information estimated that the cost <br />would range from $2.00 per month to $1.35 per month (the current contract for the pilot <br />program). Using the average of the three cost estimates for the program would be 3,500 x $ <br />1.62 = $ 5,570 per month for the recycling service. This equates to $ 68,040.00 for each <br />year or twelve months of the service. <br /> <br />CITY-WIDE CURBSIDE RECYCLING PROGRAM <br /> <br />in developing a comprehensive City-wide curbside recycling program the type of program <br />designed will have a large effect on the cost of the program. The cost of the program and the cost <br />of billing for the program must be considered when a program is decided on and approved. <br /> <br />Using the information that the individual haulers have supplied the City, I have described two <br />different types of programs. The Ramsey City Council may decide on one of these two types of <br />programs or decide on an entirely different type of program. <br /> <br /> <br />
