TYPE A <br /> <br />The Type A program would allow for the licensed hauler to provide recycling service for their <br />current customers. A brief outline of this type of program follows: <br /> <br />1 <br />2 <br />3 <br />4 <br />5 <br />6 <br /> <br />Haulers provide service to current customers. <br />City will supply containers. <br />Service will be provided the same day as current refuse service. <br />Materials collected will be glass, newsprint, metal cans, and aluminum. <br />Volume based charging system would be required. <br />City would reimburse the haulers for 50% of the cost of the service. Based on <br />total customers serviced in Ramsey. <br /> <br />The following is a break down of each of the areas of the proposed recycling program. <br /> <br />A resident's current hauler will continue to provide refuse and recycling service to each <br />of its current and future customers. This will allow for the refuse hauler to bill each of <br />the residents for the service that it provides. The provision of the billing function will <br />reduce the total cost of the program fo~ the City. Based upon the returned surveys all <br />but one of the current service providers are able to provide recycling and the hauler <br />that currently cannot will be able to do so in the near future. <br /> <br />The following chart shows the total cost of the city providing containers for each <br />household in the City: <br /> <br />ESTIMATED COST PER CONTAINER $7.00 <br />NUMBER OF CONTAINERS REQUIRED 3 ~ 6 4 1 <br />COST OF CONTAINERS $ 2 5 ~ 4 8 7.0 0 <br />COUNTY REIMBURSEMENT ($18~205.00) <br />CITY'S NET COST FOR CONTAINERS $ 7 ~ 2 8 2.0 0 <br /> <br />With the net cost to the city for containers being $7,282.00 the city would have to find <br />funds for this cost. Use of additional landfill abatement funds from Anoka County may be <br />a source. <br /> <br />The suggested container would be similar to the one currently being used in the pilot <br />program area. This container would be approximately 15" by 20" and 13" in depth. The <br />containers would need to be ordered about 3 months before they are to be distributed. <br /> <br />The recycling service could be provided the same day as the current refuse service <br />allowing for the residents to place all refuse curbside only one day a week. The city may <br />seek to reduce the frequency of the service that is provided to the residents in the future. <br /> <br />All of the current licensed haulers stated that they would be able to handle these <br />materials and they are the most common materials recycled throughout the area. One of <br />the responding haulers stated their need for the city to provide access to a transfer <br />station for the recycled materials. In the future the City may decide to require haulers <br />to provide yard waste pickup during the year. <br /> <br />A volume based charging system would allow for the residents to reduce the cost of refuse <br />service by the their participation in the recycling program. This system could be <br />installed as a condition of being licensed to haul refuse in the City of Ramsey. <br /> <br /> <br />
