The city could use the funds that it receives from Anoka County for landfill abatement <br />activities and the city's proportion of the tipping fee. The cost for the recycling service <br />would be estimated to be $34,020.00 for each twelve month period. <br /> <br />ADVANTAGES TYPE A <br /> <br />2. <br />3. <br />4. <br />5. <br /> <br />Residents have a choice of refuse haulers. <br />Same day service as current refuse service. <br />City encourages free enterprise system. <br />Cost of service can be billed directly to residents by existing billing systems. <br />Listed of residents without refuse service may be compiled based upon reimbursement <br />by the city for the service. <br /> <br />DISADVANTAGES TYPE A <br /> <br />2. <br />3. <br />4. <br />5. <br /> <br />Twice as many trucks on streets on pickup days. <br />May have to provide transfer station for'haulers (only one in Ramsey)· <br />Some haulers may not be able to provide recycling service (only one surveyed hauler). <br />There may be some differences in the type of services that different haulers provide. <br />Yard waste may not be handled by current refuse haulers. <br /> <br />TYPE B <br /> <br />The following is a brief outline of a Type B program which would be a single bid to provide the <br />recycling service to the entire City. <br /> <br />Haulers submit bids to provide service for entire city· <br />City will supply containers. <br />Service will be provided the same day as current refuse service which is <br />traditionally Monday. <br />Materials collected would be glass, newsprint, metal cans, and aluminum. <br />Hauler provides billing to customers with city contributing 50% of cost of <br />service. <br /> <br />The following is a break down of each of the areas of the proposed recycling program. <br /> <br />The City, in theory, will receive the lowest price for the type of program that the city <br />chooses. That decides the exact type of service that the hauler will provide. <br /> <br />2. The same type of charges to the city as discussed in the type A program before. <br /> <br />The date of the service could be contracted to be the same day as the residents current <br />refuse service. <br /> <br />The materials collected could set up at the time that the bids are requested for type A <br />program. The city could also require the ability of the hauler submitting the bid to <br />handle yard waste. <br /> <br /> <br />
