What is a good price? <br />Competition is removed from the system. <br />City is blamed for all price increases. <br /> <br />Some of the advantages of both programs could be instituted regardless of the actual type of <br />program the City would have. This would include a volume-based charging system to promote <br />the use of the recycling program. This could be tied to requests for licenses from haulers at the <br />beginning of the year. I have attached a draft ordinance used by other cities. This ordinance <br />would also require residents to have refuse service or properly dispose of the refuse that they <br />produce. <br /> <br />The attached draft ordinance could also be amended to reflect a type A system of city-wide <br />curbside recycling or to facilitate the city-wide bidding system (type B). This draft ordinance <br />also allows for certain requirements for yard waste and other special pickups. The draft <br />ordinance currently states that the resident will be charged for the full cost of the services <br />offered. The City Council may wish to amend the draft ordinance to share in these costs. <br /> <br /> <br />
