CASE <br /> <br /> REPORT ON BISON STREET N.W. <br />By: Pete Raatikka, City Engineer <br /> <br />Background: <br /> <br />As a result of questions arising at the public hearing on improving <br />Bison Street between Trout Brook Ridge and 171st Avenue, City <br />Council asked for a summary of the plat approval for Trott Brook <br />Ridge and a history on the petitions for upgrading Bison Street. <br /> <br />A summary of the Trott Brook Ridge plat approval is contained in <br />Case 2 of the January 23, 1990 Council agenda. The summary of the <br />case prepared by Mark Banwart indicates that City Council approved <br />the preliminary plat on December 9, 1989 contingent upon reaching <br />a resolution to improvements to Bison Street. from the north <br />boundary Qf.~he p~!at to 171st Avenue N.W. <br /> <br />Enclosures for the case included a letter from Andries Hillebregt <br />received on November 6, 1990 requesting that Bison Street be kept <br />as a cul-de-sac. City staff did not find any record of a petition <br />to upgrade Bison Street as a cul-de-sac. The petition that was <br />adopted by City Council is included in the March 27, 1990 Council <br />agenda which petitions for the street improvement from Trott Brook <br />Ridge to 171st Avenue N.W. <br /> <br />I will prepare an amendment to the feasibility to construct Bison <br />Street as a cul-de-sac rather than a through street. This <br />amendment will be available at May 8, 1990 Council meeting. <br /> <br />By leaving Bison Street as a cul-de-sac, any future extensions of <br />a street to the west of Bison would further violate the maximum <br />length of a cul-de-sac allowed by City Code. The landlocked <br />parcels behind the Hellebregt property on the southwest end of <br />Bison Street will need a new street constructed to the west if they <br />are developed. <br /> <br />In review of the ownership of Bison Street right-of-way, we checked <br />the. track.index at~Anoka County and did not find any easements <br />dedicated to the City. Therefore, right-of-way for the street may <br />have to be acquired. Also, I have discussed the agreement on <br />moving Bison Street to its correct location with City Attorney Bill <br />Goodrich and he states that the City will see that the road is <br />constructed in the correct location. However, he does not agree <br />that the City will bear the cost. This agreement pertains to Bison <br />Street lying north of 171st Avenue. <br /> <br /> <br />
