The developers of Cedar Hills, Windemere Woods and Chestnut Hills have requested tax-increment financing to help extend sewer and water to these subdivisions. A public hearing on the trunk sanitary sewer and watermain is scheduled for May 22, 1990. The developer has also requested the City to. install streets, storm sewer and lateral sanitary sewer and watermain. A public hearing for these improvements is scheduled for June 12, 1990. Lots 19-22, Block 4 are proposed to be developed with a common driveway. Easements for the common driveway and a maintenance agreement will be required. Also, a variance for frontage on a city street will have to be granted. The proposed street to the west must be connected to Sunfish Lake Drive and Sunfish Lake Boulevard. Sunfish Lake Drive is currently a private road. However, it is intended to be constructed as a municipal state aid street and the City is currently preparing a right-of-way plan. In review of the drainage to the plat, the plat will drain into the Ramsey Terrace Pond. This lake outlets into the Rum River through storm sewers in Flintwood Hills Second Addition and the River's Bend Plaza. The three plats - Cedar Hills, Chestnut Hills and Windemere Woods will provide a common park and trail system. The final plan of the park should be reviewed and approved by the Park Commission. An Environmental Assessment Worksheet (EAW) was completed and the City Council passed a resolution concluding that the proposed Chestnut Hills development did not have the potential for significant environmental effects on April 25, 1989. The EAW did state that the final approval of the plat was contingent on expansion of the MUSA boundary by Metropolitan Council and construction of a street outlet to Sunfish Lake Boulevard south of Hunter's Hill. On July 13, 1989, Metropolitan Council approved the MUSA expansion. However, plans for the street outlet to Sunfish Lake Boulevard have not been submitted.
