Case REQUEST FOR PRELIMINARY PLAT (CONCEPT) APPROVAL FOR THE AMENDED NORTHFORK P.U.D. ($TH ADDITION) (WEST OF ANDRIE STREET N.W. AND SOUTH OF 153RD AVENUE N.W.); CASE OF NORTH FORK, INC. By: Mark S. Banwart, Community Development Director and Peter Raatikka, City Engineer Background: The proposed Northfork P.U.D. amendment of the concept plan represents a major change due to the change in housing density. The concept of a golf course has been included in a number of previous layouts reviewed by the City. Most recently, the Park Dedication Agreement (as amended) dated lvtay 9, 1989 shows a golf course layout. The "Links at Northfork" proposed golf course would consist of 21 holes, 3 of which would be practice/limited time holes. In addition, the proposed golf course would include a driving range, putting green and sand trap practice area. Future plans would include a clubhouse and associated parking area. City staff and North Fork, Inc. have been reviewing a number of these issues over the past months. On March 6, 1990, the Ramsey Planning and Zoning Commission accepted the Northfork P.U.D. concept plan amendment as per the City Engineer's report dated February 27, 1990 and with the following recommendations of the Commission: a) variances be ~m~.nted to cul-de-sac lengxhs; b) all lots contain at least one acre of area; c) street widths comply with Ci.ty standards; d) alternative locations for golf course parking lot be considered; e) alternative layout for lots on Jarvis Street be considered to limit access onto Jarvis Street. It was also requested that the trail crossing in the golf course be designed in such a way that it compliments both users, golfers and horseback riders versus putting them in conflict with each other.
