Subject to the public hearing to be held thereon, <br />as required by law, and such further conditions, in any, as may <br />be set forth in the City's preliminary resolution to be adopted <br />following such public hearing, approval is hereby granted to the <br />Project and the issuance of the Bonds. <br /> <br /> 2. A public hearing shall be conducted by this <br />Council on the proposal to undertake the Project and issue the <br />Bonds on Tuesday, June 12, 1990, at 7:30 o'clock P.M. at the <br />City Hall, at which hearing all parties who appear shall be <br />given an opportunity to express their views with respect to said <br />proposal, and publication of notice of the hearing, as required <br />by law, in the official newspaper of the City by City staff is <br />hereby approved. <br /> <br /> 3. Submission by City staff to the Minnesota <br />Department of Finance of an Application for Allocation with <br />respect to the Bonds is hereby approved. <br /> <br /> 4. The Borrower is hereby authorized to enter into <br />such contracts, in its own name and not as agent for the City, <br />as may be necessary for the carrying out of the Project by any <br />means available to it and in the manner it determines, without <br />advertisement for bids as may be required for the acquisition or <br />construction of municipal facilities, but the City shall not be <br />liable on any such contracts. <br /> <br />-2- <br /> <br /> <br />
