It is often called the <br />"but for" test, as the Council must find that but for tax <br />increment aszistance, the development would not occur. If the <br />Council determines that the developer would proceed with the: <br />project whether or not the City provides TIF assistance, the "but <br />for" test is not met. ~owever, the test may be met if the <br />Council determines that, without TIF assistance, a desired type <br />or quality of project would not be built.
