APPLICATION FOR OFF-SALE INTOXICATING LIQUOR <br /> CASE OF RALPH'S HIGHWAY #10 LIQUOR <br /> By: Mike Auspos, Chief of Police <br /> <br />LICENSE; <br /> <br />Background: <br /> <br />Ralph and Judy Nissen, under the corporate name of C.R. Foods, Inc., have made application for <br />an Off-Sale Intoxicating Liquor License to be located at 6131 Highway #10 N.W. The current <br />business there is Discount #10 Liquor and the license holder is Ermine Enterprises Inc., Delores <br />K. Gilbenson. This is a request for a new license at an existing licensed location. <br /> <br />Observations: <br /> <br />As per the City's Off-Sale Intoxicating Liquor Ordinance, I have reviewed the application from <br />C.R. Foods, Inc. and have found that: <br /> <br />1) <br /> <br />This is a corporate application, which corporation is registered with the Minnesota <br />Secretary of State. The officers of the corporation, Ralph and Judy Nissen, are also <br />listed as the managers. Both parties have clear records with the Liquor Control <br />Commission and State and Federal records. <br /> <br />2) The exact legal description is the same as that on file for Discount #10 Liquor, as is the <br /> address, 6131 .Highway #10 N.W. <br /> <br />3) <br /> <br />At this time no plans were submitted on the building; however, these plans were <br />submitted at the time Discount #10 was licensed and the premises exceeds 4,000 <br />square feet. <br /> <br />4) <br /> <br />5) <br /> <br />The applicant is preparing a financial statement which should be available for the <br />Council to review on May 22, 1990. <br /> <br />The applicant is going to submit references as required and I expect to have <br />interviewed those persons by May 22, 1990. <br /> <br />6) <br /> <br />The Police Department has checked with the Anoka County Auditor and determined <br />that the taxes for the above premises are not paid for the first half of 1990; however, <br />all previous taxes are paid to date. <br /> <br />7) The applicant is arranging for coverage for liquor liability insurance and will present <br /> proof of insurance prior to a license being issued. <br /> <br />Council Action: <br /> <br />Motion to schedule a public hearing on June 12, 1990 at 7:30 p.m. and to consider whether or not <br />to approve this license application. <br /> <br />Review Checklist: <br /> <br />City Adm/nistrator X <br />City Attorney X <br />City Engineer <br />Community Development Director X <br />Public Works Supervisor <br /> <br />Chief of Police <br />Finance Officer <br />Planning & Zoning Commission <br />Park & Recreation Comm/ssion <br />Other <br /> <br />X <br /> <br /> <br />
